Description
Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Resodyn Acoustic Mixers, Incorporated, 130 N Main Street, STE 630, Butte, MT 59701. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Resodyn Acoustic Mixers, Incorporated, 130 N Main Street, STE 630, Butte, MT 59701 for a LabRAM IIH Bench Top mixing system. The FBI Explosive Unit (EU) is executing a joint improvised explosives research effort with the Department of Homeland Security. The EU's overall goal of the research is to thoroughly characterize synthesized explosive materials. This includes having the ability to prepare small batches of each (explosives) formulation to be performed and recorded as part of the explosives characterization research effort. The EU requires mixing equipment to efficiently, thoroughly, and safely mix these types of highly-sensitive materials. To safely manufacture the desired mixtures, the physical energy of mixing must be concentrated in the mixture itself and it must be transferred in a highly-efficient manner. The most efficient mechanism currently on the market for performing the mixing of these types of energetic materials is acoustic mixing done at resonant frequency. In this type of mixing, low-frequency, acoustic energy is introduced to create a uniform shear load field throughout the mixture, resulting in an extremely rapid fluidization bed being created. Unlike other mixing systems, this mixing process occurs on a micro-scale level throughout the entire volume of the energetic material, resulting in a completely uniform, reproducible mixture. Resodyn Acoustic Mixers Incorporated is the sole manufacturer and distributer of the LabRAM IIH system. No other systems met all of the FBI requirements listed below: • The mixer must be able to thoroughly mix energetic materials ranging from combinations of powders to gels and highly-viscous, paste-like materials; • The mixer must have the capability of directly mixing multiple samples of energetic materials at the same time; • The mixer must be able to mix the energetic material in the container that will be tested, thereby eliminating unsafe, manual transfer processes; • The mixer must be able to safely and efficiently mix shear-sensitive explosives using no blades; • The mixer must introduce minimal physical and thermal (i.e., heat) energy into the mixture; • The mixer must have the capability of mixing hygroscopic (i.e., moisture-sensitive) materials; • The mixer must be Class 1 Div 1 compliant so that it can be utilized in Class 1 Div 1 environments. The FBI must have the ability to prepare small batches of each (explosives) formulation to be performed and recorded as part of the explosives characterization research effort. This requires mixing equipment to efficiently, thoroughly, and safely mix these types of highly-sensitive materials. In order to accomplish this requirement, the Resodyn Acoustic Mixer LabRAM IIH is the only mixer that will meet the requirements of the FBI. Additionally, the FBI currently owns this mixing system. The new mixing system will be installed at the new FBI facility located in Huntsville, AL and must be identical to ensure manufacturing consistency and to provide training to FBI personnel on the use of the mixer in the manufacturing of very sensitive, improvised explosives. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Resodyn Acoustic Mixers Incorporated as they are the sole-manufacturer and supplier of the LabRAM IIH system. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, May 29, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
