Description
Solicitation, Maps and Specifications Combined Synopsis/Solicitation for the Cerro Boletas Reforestation Project - Santa Fe National Forest Prospective contractors must respond to the evaluation criteria contained in Section M of the attached solicitation document in order to be considered. Contractors must be registered with the US FEDERAL GOVERNMENT SYSTEM FOR AWARD MANAGEMENT (SAM.gov) in order to be considered for a Government contract. Information regarding these requirements and how to register may be obtained from http://www.sam.gov. Offers are being accepted by electronic mail at jvaroz@fs.fed.us. Offers must be submitted using the attached solicitation forms, signed by company officer with contact information, DUNS #, and are due no later than NOON 12:00 PM, MDT on June 23, 2015. All questions regarding this Request for Quotation must be sent in writing via e-mail to Joseph Varoz (CO) at jvaroz@fs.fed.us and Ken Reese (COR) at kreese@fs.fed.us no later than Thursday, June 11th, 2015 at 09:00 AM MDT. Synopsis: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation AG-8379-S-15-0024 is issued as a Request for Quotation (RFQ) with an issue date of May 23, 2015 and a closing date of June 23, 2015 at 12:00 NOON Mountain Time. The attached solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-38. This is a Total Small Business Set-Aside under NAICS 115112, with a small business standard of $7.5 M. The Santa Fe National Forest Supervisor's Office is soliciting for quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for Tree Planting Services. Responses to solicitation AG-8379-S-15-0024 must be in accordance with specifications which can be found in the attached solicitation document. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK INTRODUCTION Background The Forest Service is in need of tree planting services to reforest lands burned over after a wildfire in 2011. The purpose of this contract is to secure tree planting services in a manner that insures tree survival and growth. Tree survival and growth is dependent on the initial health of the tree seedlings, the manner in which trees are handled and planted, environmental conditions such as soil moisture and weather, and animal damage to the seedlings. The services secured with this contract will focus on the need to provide appropriate tree handling and planting techniques during a period of time when environmental conditions are most favorable to insure tree survival. Scope of Contract (See attached solicitation document, maps, specifications, etc.) The solicitation is for tree planting services on Santa Fe National Forest, Jemez and Espanola Ranger Districts. The Contractor shall furnish all labor, equipment, quality control inspections, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to perform all work necessary on the areas specified in the contract. The contract includes tree handling and planting to provide the seedlings with the greatest chance of survival. All aspects of the work program shall be performed in an organized, systematic manner to assure services shall be performed over the entire unit. This solicitation will result in a best value contract that is Firm Fixed Price and will be Performance Based. The performance period will begin approximately July 13th, 2014. This date is weather and site dependent. Description, Location, and Access All bid items were burned in a wildfire in 2011. There are snags and burned trees present in the planting units and a potential exists for blow-down or falling debris especially in windy conditions. Units may have 10-30 percent brush cover. See Section J, Exhibit 1 in the attached solicitation package for further information of bid items, project maps, contractual clauses, etc.
