- The US Army Natick Soldier Research, Development and Engineering Center in support of Product Manager (PM) Air Warrior, is conducting market research for commercially available or developmental handwear and footwear products that enable Aviation Soldiers to operate effectively in moderate to severe cold weather conditions. Examples of such products include heated handwear (battery powered heated gloves, heated glove liners) and heated footwear products (battery powered heated insoles, socks, liners) for use by rotary wing aircraft pilots, co-pilots and crewmembers. Examples of enabling technologies include the use of active heating technologies and high performance thermal insulation materials either individually or combined. For footwear products, this request emphasizes products that can be used with existing military footwear such as the Temperate Weather Boot or Intermediate Cold Wet Boot. Through this Market Survey, companies are encouraged to submit information on such items to provide these capabilities. Candidate solutions should be capable of meeting most, if not all of the requirements listed below. However, information on items that do not meet all the requirements, but could potentially achieve desired capabilities with some modifications, is also of interest. Handwear Requirements Extreme cold environment operational capability Maintain finger skin temperature at 59 F (15 C) using active heating or passive means Water resistant High dexterity High tactile feedback Low bulk/volume of product Touch screen operation capable (capacitive touch screen) Variable heat setting (if using active heating technology) desired, controlled with gloved hand Composed of flame resistant/non-melting outershell materials with balance of materials being non-melting. Breathable and comfortable Not use combustible fuels for operation Footwear Requirements Extreme cold environment operational capability Maintain toe region skin temperature at 59 F (15 C) using active heating or passive means Water resistant Compatible with military issue boots (Temperate Weather Boot or Intermediate Cold Wet Boot) and cold weather clothing Low bulk/volume of product Variable heat setting (if using active heating technology) desired Composed of flame resistant/non-melting outershell materials with balance of materials being non-melting. Breathable and comfortable Not use combustible fuels for operation Responders are invited and encouraged to submit the following in response to this Sources Sought: 1.A one page summary of company name, address, email address, telephone number, size and type of ownership, company history, and primary customer base. 2.Description of commercially available or developmental products that meet or could meet the above requirements. Provide material technical descriptions (i.e. fabrication, materials, specification sheet, environmental ranges, sizes, weight), including how the above requirements are achieved with the proposed solution and/or where it may be deficient. 3.Manufacturing Location of items. Identify where materials are sourced and processed along with location(s) of assembly. 4.Optional: Provide available physical samples of proposed solutions. The Government does not intend to award a contract on the basis of this announcement or to otherwise pay for the information or samples solicited. This Market Survey shall not be construed as a request for proposal. The Government shall not be liable for, or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). The information received under this announcement may be used to purchase items for Government testing and/or developing acquisition strategy. Interested parties who consider themselves qualified to manufacture heated handwear products, heated footwear products, or other relevant enabling technologies are invited to submit a response to this Request for Information Notice.
