Description
This is a notice of intent to increase the ceiling of Contracts N66001-13-C-4044 with Raytheon BBN Technologies Corp., N66001-13-C-4045 with MacAulay Brown, Inc., and N66001-13-C-4046 with GrammaTech, Inc. on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) awarded on 24 September 2013, 27 September 2013, and 24 September 2013 respectively for a performance period of 24 months, followed by two, 12-month option periods. The effort under these contracts is in support of the DARPA I2O Program, Vetting Commodity IT Software and Firmware (VET) and involves various elements of research into techniques and tools for demonstrating the absence of backdoors and other hidden malicious functionality in the software and firmware shipped on commodity Information Technology (IT) devices. This research is investigating innovative approaches that will enable revolutionary advances in science, devices, or systems. Under these additional efforts: Raytheon BBN (P00006) shall develop techniques that model a processor instruction set architectures true behavior reflecting the actual implementation of logic inside processors as well as validating the formal verification process from a supply chain vulnerability perspective; MacAulay Brown (P00006) shall add research for Field-Programmable Gate Array (FPGA) firmware inexact subgraph matching that improves on the performance of a promising algorithm that has been previously developed; and GrammaTech (P00006) shall add work on forced micro execution and evolutional decomposition in order to increase the scalability of VET analysis to add further, more extensive research into evolutional decomposition. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results and additional needs for the research under this program. This action includes a ceiling increase of approximately $702,340 for Raytheon, $300,000 for MacAulay Brown and $601,130 for GrammaTech. This notice of intent is not a request for competitive proposals or quotes and will be posted for fifteen (15) days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
