- The U.S. Census Bureau intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1, Only One Responsible Source, based on the need for continuity. The Census Bureau intends to solicit and negotiate with Nancy Miller, 7029 Bentley Mill Place, Alexandria, VA for expert consultation advice and support of the Field Directorate of the Census Bureau and its human capital relations, specifically Regional Office personnel. It is critically important to maintain continuity of ongoing initiative, projects and other efforts, many of which are time-critical, in order to avert interruptions, delays, duplicative work, relearning, and excessive costs. The specific tasks shall include, but are not limited to, the following: -Meet with and/or interview designated Regional Directors and other managers as needed, to understand the duties and responsibilities for staff under their purview, as well as the needs for training and support. -Identify opportunities for improvement in human resources management, including processing both performance and conduct-based actions. -Use experience and knowledge of Federal laws, rules, and regulations governing conduct/discipline and performance management as well as knowledge of the case law for both Merit Systems Protection Board and Equal Employment Opportunities Commission for the Federal Government to analyze the Census Bureau key human resource processes, specifically as they relate to Schedule A employees. -Use knowledge and expertise of the rules and regulations that govern EEO in the Federal workplace to recommend how best to build cooperative relationships between Census Bureau Field Directorate managers, HRD, and EEO. -Examine performance management procedures to determine how to apply the new performance management requirements for the Federal government from the Office of Personnel Management (OPM). -Consult with RO staff regarding human resources issues to provide guidance for proposed action, and review all documentation for completeness and accuracy. -Revise and update out-of-date Department of Commerce directives and Field Division policies including procedural manuals and other guidance that impact HR processes affecting the Field Directorate Schedule A staff. -Present any findings resulting from analyses and recommend modifications to improve processes. -Develop templates for standardized letters for use with similar performance and conduct-based actions. -Develop, provide, and/or present training in the Regional Offices in the areas of conduct, discipline, performance management, and general Human Resources issues aimed at equipping supervisors/managers to deal with human resources problems. Include examples for real actions (with identifying information removed) that were previously settled to provide case studies using successful situations and those that were not successful. -Provide expert recommendations to improve human resource processes that affect Schedule A employees. -Provide monthly status reports to Contracting Officer's Representative (COR) and Task Manager. -Provide a closeout report on all work performed for this contract to the COR. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice to Pamela.a.miller@census.gov. Telephone calls will not be honored. A determination by the Census Bureau not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Census Bureau.
