- Description
- PLEASE DO NOT CONTACT POSTER M.RODRIGUEZ-GIST JR For any additional information, please contact the following POC: Mark Conrad (443-395-7013, mark.g.conrad.civ@mail.mil) US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is seeking sources able to provide quantity twenty-four (24) PRC-112G HOOK2 radios or a form/function equivalent, for a Foreign Military Sales case. The salient characteristics that would qualify as equivalent to the PRC-112G include: SATCOM capable AN/PRC-112G (HOOK2) radios: When equipped with the SATCOM waveform software and a high power battery, the AN/PRC-112G is capable of transmitting and receiving encrypted, Over-The-Horizon (OTH) data burst messages via Satellite Communications (SATCOM). Signal is relayed via UHF frequencies over non-processed, DOD Interface Standard MIL-STD-1 88-181B satellite channels. Functionality in SATCOM mode is virtually identical to the HOOK2 LOS mode with the encrypted data burst containing items such as: * The Radio's unique ID code * GPS position information * User selected text message HOOK2 Base Station: The Hook2 SATCOM Base Station is the complement of the SATCOM capable AN/PRC-112G's. It functions in the over-the-horizon mode much like the Quickdraw2 functions in LOS mode. The Hook2 SATCOM Base Station is highly mobile and can be set up in minutes in either a fixed site or tactical environment. It can run on either an AC outlet or batteries. The Base Station performs these functions: * Sends and receives OTH data bursts to and from SATCOM capable AN/PRC-112Gs. * Interrogates SATCOM capable AN/PRC-112Gs both globally and individually to extract ID and location information * Two way text messaging communications with auto acknowledgement of receipt The hardware consists of: * a rugged laptop which provides the user interface via a simple Window's application * a base station radio that transmits and receives the RF signal * a high gain antenna * cables for hooking the main components together Ability to immediately communicate evasion instructions: HOOK2 SATCOM communications is bi-directional. Evasion instructions, formulated from the latest Intel, can be sent in real time to the IP via the direct SATCOM link. In the current LOS architecture, the IP receives no indication that his data burst was received by rescue forces. As a result, SPINS direct the survivor to send multiple data bursts at intervals. The SATCOM Base Station automatically acknowledges each data burst with a return ACK message. The IP knows immediately the data burst was received and does not risk repeated exposure to send multiple data bursts. The proposed source is General Dynamics Mission Systems (GDMS). The Government does not possess level III technical data package (TDP) for the PRC-112G or its accessories. Answering this Market Survey The response should be a short statement or assessment of the contractor's ability to procure the equipment (approximately one page, plus any equipment data sheets or information), to include estimated delivery time. Response by email to the POC is sufficient. Proposed items from other than GDMS must have documentation supporting its qualification as equivalent in function and form to the PRC-112G. No costing or pricing is required at this time. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. If an interested responder qualifies for one of these classifications, please note that on the response. All responses to this market survey must be received 12 June 2015 at 4:00 PM CST. Please include the announcement number in your e-mail. All submittals should be submitted to: Mark Conrad (443-395-7013, mark.g.conrad.civ@mail.mil).
