Description
The Space and Naval Warfare Systems Command, in support of the Program Executive Officer for Command, Control, Communications, Computers & Intelligence (PEO C4I) Shore and Expeditionary Integration Program Office (PMW 790) intends to award a sole source contract for warranty support for AN/USC-65(V)5 Rugged, Deployable Satellite Communication (RDSAT) Terminal under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source, to Harris Corporation located at 2400 Palm Bay Rd NE, Palm Bay FL 32905- 3377. Based on market analysis, Harris Corporation is the only responsible source that possesses the detailed knowledge and technical expertise to provide the required extended warranty without unacceptable delay to the Government. PMW 790 is seeking a final five (5) years of warranty under this proposed contract action, at the end of which PMW 790 intends to allow the terminals to operate without the associated maintenance warranty until eventual disposal in Fiscal Year (FY) 2021. PMW 790 is seeking warranty renewals on only fifteen (15) RDSATs for the first two years of the contract, with decreasing quantities over the remaining years. Required Warranty support includes the following: Depot support 24 hours a day, 7 days a week telephony technical support Depot Return Material Authorization (RMA) managed repair with 24-72 hour turnaround (for assets available in depot) Shipping to and from sites Stock and storage of depot spares Website tracking and support Help Desk support, response within 24 hours, and adjudication within 24 hours Software patch management Replacement parts under the warranty Trouble reporting in the form of Help Desk tickets forwarded to Harris Logistics support Maintain interoperability with Expeditionary Service Support Center (ESSC)
