- Statement of Work (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, SB1341-15-RP-0022 is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. (iv) This solicitation is 100% Set-Aside for Small Business. NAICS Code: 811310. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Contractor shall provide labor, equipment, and material needed for the inspection of 325 non-fired pressure vessels that include, but are not limited to; heat exchangers, water heaters, air receivers, expansion tanks, flash tanks, etc. in accordance with the requirements of the attached statement of work. (vi) See attached document titled: Statement of Work (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (ix) FAR 52.212-2, Evaluation -- Commercial Items, does not apply to this acquisition. EVALUATION CRITERIA AND BASIS FOR AWARD The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the lowest priced, technically acceptable quote to the Government. The following will be used to evaluate quotations: Technical Acceptability Price TECHNICAL ACCEPTABILITY Technical acceptability shall be evaluated to determine that the quoted equipment can meet all requirements of the statement of work. The quotation shall also be evaluated to determine that all requirements for inspection are met and that the quoter can provide a copy of all inspection certificates in accordance with the requirements of the statement of work, and that the quoter can provide inspection within the response times specified in the statement of work. PRICE Price shall be evaluated for all quoters whose quotations are determined technically acceptable. Price will be evaluated to determine whether that total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government. (a) The Government will award a contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible offeror whose offer conforms to the requirements of the solicitation. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(2), b(4), b(6), b(7),b(8), b(12)(i), b(16), b(17), b(26), b(27), b(28), b(29), b(30), b(31), b(32), b(33), b(34), b(38), b(42), b(48).
