- List of Items Synopsis Notice Type: Pre-solicitation Title: Multiple federal supply class (FSC) 1560 national stock numbers (NSN) supporting various weapon systems for competitive long-term contract (LTC) with total small business set-aside (SBSA) The Defense Logistics Agency (DLA) Aviation proposes to issue a solicitation for a long-term strategic contract which will include multiple NSNs to support numerous weapon systems / operational platforms to include, but not limited to, the B-52, C-135, F-15 and F-16. A total of 28 NSNs are targeted for this contract effort. It is anticipated that all items will be priced for the initial contract award. The proposed contract will be for a total five year period of performance to include a three-year base period and one two-year option period. This is proposed to be a Federal Acquisition Regulations (FAR) Part 15 effort. The proposed contract will be a fixed price indefinite delivery indefinite quantity (IDIQ) contract. The attached list is the items that have been identified for this action. This will be a competitively awarded contract and best value selection methods will be used. The Government may award multiple contracts for this action. The solicitation will be posted on the Federal Business Opportunities (FBO) webpage on or around June 8, 2015. A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) https://www.dibbs.bsm.dla.mil/RFP on the same issue date cited in the solicitation. Choose the request for proposal (RFP) you wish to download. Solicitations are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors. Numbered notes: The proposed contract is 100% set aside for small business concerns. Interested parties may obtain copies of Military and Federal Specifications (MIL-SPEC and FED-SPEC) and Standards, Qualified Product Lists (QPL), Military Handbooks, and other standardization documents from the Department of Defense Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the internet at http://assist.daps.mil. Users may search for documents using the ASSIST Quick Search and, in most cases, download the documents directly via the internet using standard browser software. Documents not available for downloading from ASSIST can be ordered from the DODSSP using the ASSIST Shopping Wizard, after establishing a DODSSP customer account by following the registration procedures or by phoning the DODSSP Special Assistance Desk at (215) 697-2179 (DSN: 442-2179). Users not having access to the internet may contact the DODSSP Special Assistance Desk at (215) 697-2179 (DSN: 442-2179) or mail requests to the DODSSP, Bldg. 4/D, 700 Robbins Avenue, Philadelphia, PA 19111-5094. Patterns, drawings, deviations lists, purchase descriptions, etc., are not stocked at the DODSSP. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
