- THIS IS NOT A REQUEST FOR PROPOSALS - THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award, on a sole source basis, a firm fixed price contract for the upgrade and repair of the public announcement system (PAS) at NSWCCD in Bethesda, MD. The public announcement system (PAS) at NSWCCD, which is critical for installation security and safety, requires upgrade, maintenance, and repair services. The existing PAS is functioning at an unacceptable level; placing installation personnel at increased risk in cases of both natural (e.g. hurricane) or man-made (e.g. active shooter) scenarios. The PAS upgrade, maintenance, and repair became time critical after recent installation-wide active shooter testing revealed significant system deficiencies. The PAS at NSWCCD is one of the largest and most complex deployments of a PAS in the country. The system consists of 19 TOA NX-100 Network Audio Adapters running on a Cisco-based gigabit fiber optic network that serves 23 buildings throughout the installation. The custom configuration allows for multiple microphone stations that feature one-way paging to each or any group of buildings on the system and also allows for intercom functionality between the stations themselves. Each paging zone is designed to handle indoor and outdoor paging options with the ability to adjust volume and audio processing functions for each channel and/or to adjust volume at individual speakers. The network deployment also allows for connection of additional monitoring and system visualization equipment. The Government believes the original source (as the result of competition) is currently the only company able to meet the current requirement without substantial duplication of costs and unacceptable schedule delays. Any firms believing they can provide these services may notify the Government ( traci.pichler@navy.mil ) within 15 days of this notice. Notification must clearly demonstrate the ability of the firm to be responsive without compromising the quality, accuracy or reliability of the services provided and without causing an interruption of critical services. The firm should also address how it can overcome the start-up costs necessary to assume this effort in the short period of performance that this synopsis represents. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
