Assistant Operations Advisor-Training Patrick AFB, FL Issuance Date: 05/18/2015 Closing Date: 06/18/2015 SOLICITATION NUMBER: PSC-15-043-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: Assistant Operations Advisor-Training 6. MARKET VALUE: $83,468 - $108,507 (GS 13) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Patrick AFB, FL 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A, Patrick Air Force Base, Florida, provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Central Asia and Latin America and for aviation support to personnel under Chief of Mission authority in Iraq and Afghanistan. This mission is performed using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and Personal Services Contractor personnel operating in the United States, various Latin American countries, Pakistan and Afghanistan and Iraq. Purpose: This personal services contract provides for an Assistant Operations Advisor /Aviation Training Advisor. The Assist Ops-Tng serves as the operations point of contact for designated country Senior Aviation Advisor(s) for executing and following up on support to that country. He/She reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying aviation assets within or to overseas country locations. The Asst Ops-Tng Advisor provides contract oversight for operations in designated countries, conducting frequent site visits to assess contract compliance. In addition to contractor training, the incumbent supervises contractor execution of host nation academic, maintenance and other training, and coordinates operations staff supervision for designated in-country aviation programs. The Asst Ops-Tng develops, coordinates, and implements training programs for U.S. Government, contractor, and host nation personnel. RELATIONSHIPS: The Assistant Ops-Tng works under the supervision of the Chief, Aviation Operations Branch who assigns downrange country program staff supervision responsibilities and provides general direction in terms of broadly defined training policy/mission/functions, and contractual procedures. The Asst Ops-Tng exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. Duties and Responsibilities: 1. Perform staff actions and oversight for designated country programs as directed by the Aviation Operations Branch Chief. 2. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Training Program. Through the contractor training coordinator and instructors, establish training programs designed to ensure maximum utilization of training facilities, adherence to training standards, and avoidance of training duplication efforts. 3. Provide contract oversight of the contractor's development, coordination, organization, and implementation of comprehensive training programs for the Office of Aviation, i.e., Flight and Ground Programs of Instruction (POI) for: (1). Night vision goggle (NVG) operations, (2)Aerial gunnery training, (3) Non Pilot Crew-Member training, (4) Motor vehicle operator training, (5) Flight line operations training, etc. 4. Conduct country program inspections as directed to ensure compliance with appropriate Aircrew Training Manuals, Guide to Aviation Training and Standardization (GATS), Operations Directives, and in-country, INL/A approved, Standard Operating Procedures. 5. Perform oversight and analysis of the aerial eradication mission execution to include mission planning, spray accuracy and effectiveness of the Common Operating Picture (COP) intelligence updates. Brief the Branch Chief weekly on spray accuracy and the timeliness quality of COP updates 6. Provide oversight and analysis of the utilization of INL/A remote sensing platforms, to include MDIS imagery and effectiveness of geospatial mission data support. 7. Provide analysis of available classified and unclassified intelligence and GEOINT sources for information potentially affecting INL/A operations and provide daily updates as appropriate. 8. On an as-needed basis, perform duties as Acting Senior Aviation Advisor or other in-country INL/A advisors. 9. Maintain constant liaison with U.S. DoD, DoS, INL country offices, other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules which pertain to the Office of Aviation training program. Minimum Requirements: 1. U.S. citizen able to obtain/maintain a Department of State secret security clearance and if applicable, Ethics clearance 2. In-depth knowledge of training programs, to include INL/A training directives and SOPs. 3. Knowledge of aerial eradication operations, mission planning using GPS differential aerial spray guidance systems. 4. Ability to analyze aerial spray effectiveness, assess overspray rates and mission planning effectiveness 5. Knowledge of the utilization of INL/A remote sensing platforms, to include MDIS Imagery and effectiveness of geospatial mission data support. 6. Knowledge of the employment of aircraft in support of aerial and manual eradication of illicit crops. 7. Experience in supervising contractor training within a formal training program. 8. Ability to complete the Contracting Officer's Representative (COR) course within 90 days. 9. Ability to provide operational direction and guidance to the contractor/s and 10. Evaluate contractor performance. 11. Demonstrated proficiency in Microsoft Office Suite Preferred Qualifications: 1. Spanish language ability at the 2/2 (DLPT or FSI) is desired. Position Elements: 1. Scope and Effectiveness: The Advisor will perform operations, training, and standardization oversight of U.S. Government, contractor and host nation personnel and provide oversight of multi-national training programs, plans, policies, and procedures. 2. Supervision: The Advisor will report directly to the Chief, Aviation Operations Branch, INL/A 3. Supervision exercised: None 4. Complexity: The work involves continuous analysis of ongoing programs to determine the requirement for new procedures/policies which will improve the efficiency, effectiveness, and safety of aviation operations in support of the counter-narcotics mission. 5. Personal Contacts: The advisor will work closely with U.S. DoD, DoS, INL country offices, other U.S. Government agencies, and the U.S. Federal Aviation Administration 6. Level of Effort: The position is full time, with a minimum of 40 hours per week 7. Travel and Position Location: The position is located at Patrick AFB, FL. International travel to support INL/As aviation training activities and perform assessments of contractor training will be required. 8. This position will require the carriage of weapons in conjunction with oversight duties. Personnel may be required to complete initial and recurrent weapons qualifications IAW Diplomatic Security requirements and must comply with the Post Firearms and Use of Force policies. Evaluation Criteria: Factor 1. Offeror's demonstrated ability to review, develop, implement and/or contribute to a wide variety of plans, policies and procedures for organizing, training, and deploying aviation assets within or to overseas country locations. (25 points) Factor 2: Offeror's experience and ability to perform contract oversight of contractor training. (20 points) Factor 3. Offeror's ability to review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Training Program. Develop, coordinate, organize, and implement comprehensive training programs. Provide oversight of the contractor's effectiveness in aerial spray accuracy and maintaining current COP information, and provide analysis of available classified and unclassified intelligence and provide daily updates to the Aviation Operations Branch Chief and staff as appropriate. (25 points) Factor 4. Offerors demonstrated ability to develop, coordinate, organize and Implement Operational and Training Systems and Procedures (20 points) Factor 5. Past Performance evaluation of applicant's ability to perform under contract. (in conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (10 points) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
