- This is a source sought announcement for market survey for information only. This is not a SOLICITATION FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS SYSNPOIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis. This is a survey of the market of potential small business. Small Business Administration (SBA) certified 8(A), Service Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB) Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Historically Underutilized Business Zone (HUBZone) programs are encouraged to respond. The General Services Administration, Public Building Service is seeking Design-Build turn-key project for the electrical system including but not limited to the Main Switchboard (MSB), the Motor Control Center (MCC), control wiring, bus bar and connections removal, and other distribution panels as required and to allow for future electrical upgrades to these major components; such as the addition of an automatic transfer switch. Specifically, these components shall have the capacity to allow for future planned projects for the building tenants in the U.S. Post Office/Courthouse in Texarkana, Arkansas. Required as part of the Work of this project, the General Contractor shall enter into an Agreement with an A/E Contractor to obtain final electrical design, submittal review and on-site construction progress review services. The work shall include but is not limited to the design and certification by a State of Arkansas licensed Architect and Consulting Engineers, construction documents, site and interiors investigation, measurements, reproduction services, coordination, interior demolition, project supervision, security-approved workers, drywall construction, mechanical, electrical, automatic sprinkler head and piping re-positioning, and all other work to meet the tenant's stated requirements. Fully complete (100%) construction documents prepared by the selected Contractor shall be required for the execution of the work description, City of Texarkana permitting and final pricing. The design stage must consist of three major phases: Design Concept, Design Development and Construction documents. Firms responding to this Sources Sought shall address the following: 1. A brief capabilities statement package in 12 point font, no more than 5 pages in length, single-space, demonstrating the ability to perform the requested work. 2. Relevant Experience: Provide 3 projects completed in the last five years by your firm that are similar in size and scope. Include whether the project was performed as a prime or sub-contractor, dollar value of project,square footage of project and a brief description of how the project relates to the technical work described herein. 3. Statement regarding bonding capabilities. 4. Indicated if your company is a small business and the socio-economic status if any. All interested firms will be required to register in the Government's System for Award Management (SAM)-www.sam.gov and Duns and Bradstreet. 800-526-9018. The estimated project duration is 365 days. Prior Government work is not required for submitting a response under this Sources Sought synopsis. However, all design and construction work for this project shall adhere to the Scope of Work and all Federal, State and local ordinances. Interested parties shall respond to this Sources Sought Synopsis no later than 3:00 PM CST on June 1, 2015 via email only to the Contracting Officer, Stephan Harris, stephan.harris@gsa.gov. The estimated cost range for all work is between $250,000 and $500,000.00. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238210, Electrical Contractors and Other Wiring Installation Contractors with a size standard of $15 Million. Additionally, this project may be revised or canceled at any time during the sources sought, synopsis, solicitation, selection, evaluation, negotiation, and final award. The solicitation will be available on or about July 2015.
