- Add-On Effort -- Bell Helicopter NSNs Defense Logistics Agency (DLA) Aviation Richmond, VA intends to procure multiple sole-source, part- numbered items from Bell Helicopter (97499). This is a notification that a letter request for proposal (RFP) will be issued to add sole source NSNs which will include multiple Weapon System Description Codes (WSDCs). The 35 NSNs will be added to the Bell Corporate Contract, SPE4AX-12-D-9417. DLA Aviation Richmond does not currently have an approved technical data package available for these NSNs. It is the Government's intent to use a letter solicitation format to be sent to the Original Equipment Manufacturer (Bell Helicopter). Therefore, if any non-OEM source is interested in any of these NSNs, please notify the Contracting Officer prior to the synopsis closing date. A source approval request must be submitted by non-OEM offerors in order to be considered for approval as a source of supply. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000-Government Surplus Material or adequate traceability documentation to show product is acceptable. In addition respondents should identify available quantity and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. The list of sole source NSNs being considered for addition to the existing Bell Helicopter contract follows: The letter RFP solicitation will be issued on/about 7 June 2015.
