N00164-15-R-GM44 - SOLE SOURCE - MICRO-ELECTRONIC COMPONENT RESEARCH TESTING - FSC H259 - NAICS 541712 Anticipated Issue Date 08 JUL 2015 - Anticipated Closing Date 10 AUG 2015- 4:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a contract with Texas A&M University (TAMU) Cyclotron Facility, College Station, TX for use of the cyclotron facility in support of radiation component testing by NSWC Crane. This will be a five-year Indefinite Delivery Indefinite Quantity (IDIQ) commercial service contract for a minimum of 10 hours of service, and a maximum of 1112 hours of service. FAR 13.5 procedures will be utilized. Inspection and acceptance is to be at destination with delivery F.O.B destination. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for use of a heavy ion beam facility to research radiation hardening of microelectronics in accordance with NSWC Crane Statement of Work. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C 2304 (c) (1), as implemented by FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that only TAMU has the heavy ion beam and specialized dosimetry hardware and software needed for testing radiation effects. The Contractor must be properly registered in the Government System for Award Management (SAM) to receive an award. No solicitation will be available at FedBizOpps and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Offers must be submitted in the format specified in the solicitation.
