Description
NOTICE OF INTENT TO SOLE SOURCE FOR SINGLE POINT CHEMCASSETTE TAPE BASED MONITORS RFQ-DC-15-00172 NAICS: 334516 Analytical Laboratory Instrument Manufacturing Procurement Office: United States Environmental Protection Agency, Superfund Regional Operations Division (3805R) 1200 Pennsylvania Avenue NW, Washington, DC 20004 In accordance with FAR 13.106-1(a)(2), Soliciting from a Single Source, the U.S. Environmental Protection Agency ¿s Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order to Honeywell Analytics Incorporated, 405 Barclay Blvd, Lincolnshire, Illinois, 60069-3609. The US EPA has a need for five items. They are listed below. 1)SPM Flex (SPMF-P1US) Field Portable Unit for North America Quantity 16 2)SPMF-PCON 6' Power Cable with Weather proof connector (for connection to user 24VDC) Quantity of 10 3) SPMF-CCON Communication SPM Flex side connector, 6' communication cable with weather-proof connector and pig tale Quantity of 16 4)1265-2014 SPM Flex Optics Test Card Quantity of 16 5)SPMF-WAND SPM Flex Wand Kit Quantity of 16 The air monitoring equipment that the Emergency Response Team (ERT) is seeking must satisfy the following specifications: Monitor must have data output that can be fully integrated to ERT ¿ VIPER system, including 4-20mA output, USB output or Ethernet output with data logging backup capability; The monitor must provide a mechanism for real time, user configurable, unrestricted streaming of data; Monitor must have detection capability for 30+ compounds including chlorine, amines, hydrazine, hydrogen cyanide, hydrazines, phosgene, diisocyanates, mineral acids, hydrides; Monitor must be easy to use in personal protective equipment and be fully decontaminated if exposure occurs. The SPM Flex is an improved version of the original Honeywell Single Point Monitor (SPM), which is reaching its end of life. The SPM Flex can be used to detect over 30 compounds including: chlorine, ammonia (amines), hydrazine, hydrogen cyanide, hydrazines, phosgene, diisocyanates, mineral acids, hydrides. With its 4-20mA, USB and ethernet outputs, ERT can fully integrate the SPM Flex into its wireless data acquisition system (VIPER). ERT will no longer have to purchase ChemKeys with this version of the SPM, which will save money as ERT will no longer have to stock multiple keys. Also, without the need for a key, ERT would no longer be limited by the number of keys in our stock nor would ERT be limited by the lead time needed to order additional keys if they are needed during large responses or removal actions. Honeywell Analytics is the SOLE SOURCE manufacturer for the SPM FLEX units and accessories. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 3 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
