Description
The Naval Research Laboratory intends to negotiate a contract on the basis of Other Than Full and Open Competition, in accordance with (IAW) 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, with University of Colorado at Boulder (UCB) Campus, Department of Electrical Computer and Engineering, Box 425, Boulder Colorado 80309, for : (1) gain-stabilized, dual polarized, transmit and receive antennas that maintain uniform gain across an operating bandwidth of 18-45 GHz, (2) orthomode transducers that separate two orthogonal polarizations when receiving, and combine two orthogonal polarizations when transmitting, and (3) custom waveguide components. All components must operate over a frequency range of 18 to 45 GHz at a minimum power level of 300 watts. All components require a specific form factor for installation in a cylindrical housing. NRL may, at its discretion, require optional design tasks that include any or all of the following: design of a 90-degree waveguide twist utilizing double-ridge waveguide, and design of 90-degree E-plan and/or H-plane waveguide bends utilizing double-ridge waveguide. The optional designs must operate over a frequency range of 18 to 45 GHz at a minimum power level of 300 watts. UCB developed the dual polarized, gain-stabilized millimeter wave antenna with integrated orthomode transducer (OMT) and the custom double ridged waveguide. All of these components operated over an 18 to 45 GHz frequency range at a minimum 300 watt power level. The aforementioned expertise and capabilities render UCB uniquely qualified to meet the specialized technical specifications for the wide bandwidth, gain stabilized antennas with OMT and custom waveguide components that are required by the Naval Research Laboratory. Under the proposed sole source procurement, UCB will modify their existing designs to fit NRL’s cylindrical form factor and meet specific performance requirements. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a statement of technical capabilities. All responses must be submitted to the government point of contact at the e-mail address shown below not later than the designated closing date. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
