- Synopsis: Afg hani s tan Basic Trainer /L i g ht Lift ( BT/L L ) Interim Contractor Support (ICS) for INTERIM Pro gra m Reque s t for I nformat ion (RFI) Synopsis. This sy nopsis is a RFI only. This is NOT a Reque st for Proposal (RFP). No solicitation is being i ssued at t hi s time and this no t i ce shall not be construed as a co m mi t ment b y the Governme nt to is s ue a solicitation or ultimatel y award a con tr act. Any information pro v id e d by industry to the Government as a resul t of thi s RF I n otice i s strictly vo lun tary. R espons e s will n ot be returned. No entitlement to payment of direct or indirect costs or charges to the Gove rnmen t. The information ob t ai ned from indu stry ' s response to this notice ma y be u se d in the develop m e nt of an ac quisition strategy an d future RFP. In th e following RFI Synopsis, t h e Air Force Life Cycle Management Ce n te r (AFL CMC), Wri g ht-Patterson AFB is contemp l ating a single award, Firm Fixed Price (FFP) contract. Period of Performanc e will be for one (1) basic for 6 months with three ( 3) six (6) month options. Th e below listed para grap h s and t ec hn ical requ i rements describe an acquisition strategy for an antic ipated ICS program for the BT / LL program i n Af g hanista n. The contracto r i s to respond to the best of th e ir abili ty with the qu alifications of the co ntractor team to perform thi s program and answer all questions stated. Government Furn ished Property The government will pr o vide up to twenty-six ( 26) Cessna C - 208 B a ircraft and one (1) C-208B Aircrew Tra i ning Device (ATD). Contractor Maintenan c e S upport ICS should e n com pa ss all launch, recovery, towing and flight li ne serv i c in g, including actions required for operation s and maintenance of airc raft subsyste m s and sup p ort equipment. ICS should include ai r cr aft maintenan ce and personnel, all mat e ri a l s, inspect ion s, publications ; supply of all contractor owned and maintained spares and support equipment, repair and overhaul of a ll reparable s pa r es, maint ena n ce, repair or replacement of all s upport equipment, e n g ine repair and engine overhaul. The contractor mu st u se a "Remove/Replace" co ncept for maintena n ce for the aircraft and grou nd equipm e nt supporting the operations of the fleet and mu s t take advantage of the common commercial pool of part s. All a ir craft and equipm e nt are to be maintain e d in accordance with the manufac t ur e's Fe d eral Aviation Admi ni strat ion (FAA) approved I nstruc t ions for Cont inu ed A irworthin e ss ( in cluding serv ice bulletin s, etc.). Licensed or certified pe r son n e l must be provided when r equired for proper task pe rformance or r eco rd entry. Q1: Does your firm have experience providing ICS serv i ces? Include past performa n ce ratings /e valuation s (e. g. Contractor Performance Assessment Ratings, Award F ee, s imilar contract awards) Q2: What experience does your firm have with FAA certification and maintaining airworthiness ? How would your firm seek to establis h and/or maintain this capability for yourself or your potential suppliers? Information should be pertinent and specific to ICS. Maintenance Training The contractor will provide the necessary technician and organizational level maintenance train ing based on data available under thi s program, developed and presented in accordance with the specific Afghanistan eq uipm ent. Con tractor provided training shall be transition-type trai ning intended to enhance the exis ting skill sets already possessed by the Afghan Air Force (AAF) students in their particu l ar field of expertise. This maintenance training must develop a cadre of maintainers to provide Afghan maintenance on the C-208B aircraft without oversight correction. All maintenance actions must be witnessed and signed off b y an FAA Airframe and Power plant (A&P) certified maintenance technician as long as the aircraft are in USAF ownership. Maintenance tra i ning shall also include Sup p ly Chain Management training to a ll ow Afghan maintainers to order aircraft parts for maintenance actions. Q3: Describe a pproach to maintenance training, specifica lly for non-English speaking studen t s. The Contractor will also provide Technical English language training to AAF maintenance students. AAF Maintenance Students will be taught conversational English separately; however a need exists to enhance that Basic English training with Technical English which includes language that may be present in technical documents or aircraft maintenance manuals. AAF maintainers will need to be able to read and understand all maintenance manuals associated wi t h the aircraft as these w ill not be translated i nto t h e i r native languages. Q4: Describe your approach to providing Technical English training All responsible sources i nterested in providing services for this requirement are reques t ed to provide a written summary of information concern i n g their technical certifications, capabilities, experience (current services or contracts - to include points of contact, email address and telephone numbers) and corporate background. Interested parties should provide a description of potential approaches for review by the Government no later than 14 days from the date of issuance of this RFI. Information provided per this synopsis must indicate in writing, whether they are large, small, disadvantaged, or a woman owned business. This acquisition will fall under NAICS 33641 1 and its app li cable size standard. Responses shall be limited to 1 5 pages or less. Response package should contain one (1) copy provided in ADOBE ACROBAT (.pdf) format and typographical font of 10 or greater. All response packages should be emailed to the attention of the Contracting Officer listed below. Any information submitted by respondents to this RFI is strictly voluntary. This RFI does not constitute a Request For Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government 's ultimate acquisition approach.
