Description
The U.S. Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation to Northrop Grumman (NG) for a resultant sole source, 33 month, Cost Plus Incentive Fee Contract under the statutory authority, as implemented by FAR 6.302-1(a)(2)(iii)(B). U.S. Army, Product Manager Wideband Enterprise Satellite Systems and Product Director Wideband Control (PD WC) requires Wideband Remote Monitoring Sensor (WRMS) integration, installation and systems engineering services. These services are required to modify the current Wideband Remote Monitoring Sensor (WRMS) software to function effectively with the wider bandwidth hardware that is required to support the Wideband Global Satellite Communications (SATCOM) (WGS) satellite upgrades. These upgrades will be installed at all Wideband SATCOM Operations Centers (WSOCs) and Remote Monitoring Control Equipment (RMCE) sites. Award to any other contractor would result in an unacceptable delay in fulfilling the agency's requirements. NG is the only vendor capable of meeting the testing schedule which validates readiness for the WGS-8 launch. The timeline is extremely compressed to develop the software changes (five months), clear testing (seven and a half months), execute the installs (12.5 months), and perform the corresponding pre/post-activation launch support (three months for pre-launch, three months for launch, seven months for post-launch) necessary for integrating with the wideband hardware. This pre-solicitation notification, otherwise known as a synopsis, is not a request for capability statements, quotes, or proposals. This pre-solicitation notice is to comply with the synopsis and posting requirements identified in FAR 5.2. A copy of the redacted sole source justification will be subsequently posted within 14 days of award in accordance with FAR 6.305(a).
