- SF30 Amendment 5 to DFTS Solicitation --------------------------------------------------------------------------------------------- AMENDMENT 3 TO SOLICITATION The purpose of this amendment is to incorporate the following revisions: • Addendum to FAR 52.212-1, Instruction to Offerors, Paragraph (iii), (F) (1) is hereby revised to read "Minimum required subcontracting goals... • FAR 52.212-2, Evaluation - Commercial Items, Paragraph (b)(4) Factor 5 - Price has been revised to read "...offeror's proposed decrement to the current forcasted IHS Global Insight Indices (GII)...." • Attachment 1, PWS, Paragraph 1.3.6.1.6 was revised, Paragraph 1.3.6.1.6.1 was added, and sequential paragraphs were renumbered to address shipment weight discrepancies. • Attachments 2A and 2B have been revised to zero out lanes with the following 5-zips 96343, 96349. The following 3-zips have been zeroed out: 093, 953. Offerors will not be required to propose rates for those lanes. --------------------------------------------------------------------------------------------- QUESTIONS AND ANSWERS TO DFTS SOLICITATION #107-127 Attached are questions and answers received in regards to the official solicitation. All subfactors under paragraph b (3), Factor 3 - Technical Capability, have been renumbered in correct order. · - To revise TRANSFAR clause 5552.216-9006, paragraph 3, which explains how a composite index based on input cost and demand indices from the IHS Global Insight Pricing and Purchasing Industry Forecasting will be applied to the second base year and each option period and award term, if exercised or executed. As a result of the changes to the TRANSFAR clause, Attachments 2, 2A, and 2B have been revised. · - To revise the Addendum to FAR 52.212-1, Instruction to Offerors - Commercial Items clause to allow charts, diagrams, and/or graphics to have other fonts and sizes. The page limitations for the Corporate Experience and Past Performance Volumes have been revised. Furthermore, it has been revised to clarify accessorial 520 Dimensions. Four accessorials have been added for Air: HAZ, HOL, PUD, SAT. The accessorial code for TWCF Recovery Rate has been identified as 615. •PWS Appendix O, Glossary has been revised to incorporate a definition for "Air." •PWS Appendix H, Rate Process and Request Forms has been revised to correct an administrative error. •Removed air lane zip code 17070 to zip code 17003 from the DFTS Pricing Sheet - TL, Air, Sched, 2B2 -LPL (Air); 5-Zip SF30 Amendment document added as of 14 May 2015.
