- This is not a solicitation. This announcement serves as the pre-solicitation (advance notice) for this project. NOTICE Only local sources will be considered under the resulting solicitation. Local sources are sources (e.g. corporations or partnerships) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in the solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, the offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under the solicitation. PROJECT INFORMATION Project Title: Renovate Building 250, U.S. Army Corps of Engineers, Camp Zama, Japan Project Location: Camp Zama located in the city of Sobudai Mae, Kanagawa Prefecture, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Estimated Magnitude of Construction: Between 100,000,000 and 500,000,000 Japanese YEN (based on an exchange rate of $1 U.S. Dollar to 100 Japanese Yen) Contract duration: 485 calendar days Project Description: The purpose of this project is to renovate interior configuration of building 250 with the goal of maximizing the available space within the building. The area within the building is approximately 4,315 square meters. The project will require phasing (sequenced work) to allow for continued operations of staff within the building during construction. The project is expected to include the following tasks: - Finalize the design for the renovation project, using an approximate 35% design provided by the government. - Provide and install a temporary swing space facility for government use during the renovation period. The temporary swing space facility must meet the requirements specified in the solicitation. This includes providing adequate space to support the number of personnel as specified in the solicitation. - Execute construction in accordance with phasing requirements to allow for continued operations during the renovation period. - Complete the construction requirements for the renovation project. This will involve reconfiguring space within the building by adding or modifying approximately 213 office spaces and modifying the layout of all modular furniture (cubicle workstations). This will require minor demolition of walls and construction of several new walls. - Replace / modernize the Heating, Ventilation, and Air Conditioning (HVAC) system in the areas where offices are either added or modified. - Replace/modernize the electrical lighting systems in the areas where offices are either added or modified. - Replace and / or install new telephone outlets, computer LAN outlets, and power outlets in the areas where offices are either added or modified. - Remove and dispose of existing carpet and base coat in the majority of the building, with the exception of two offices that were recently renovated. - Supply and install new carpet and base coat in the majority of the building, with the exception of two offices that were recently renovated. - Paint all of the interior walls and doors in the building. - Disassemble and transfer specified Government personal property furniture to a disposal site identified by the Government. This may include approximately 200 Cubicle Workstations, file cabinets, book cases, and window blinds. - Supply, assemble, and install Cubicle Workstations and other Furniture, Fixtures and Equipment (FF&E). 30% design plans will be provided by the government but design plans must be finalized by the contractor with government approval. This will include new modular furniture (cubicle workstations). - Mitigate and dispose of materials with asbestos identified in limited areas. - Demolish the temporary swing space facility and restore the site to previous condition. Procurement type: this is a one-phase design build procurement. The Government will evaluate the offeror's Construction Experience, Design Experience, Past Performance, Construction Execution Plan and Price. The Government will use the Lowest Price Techncially Acceptable process to evaluate offers to determine best value. A solicitation is anticipated to be issued approximately 18 May 2015. A site visit will be offered approximately 2 weeks after the solicitation is issued. The solicitation will be available by download from the Internet only.
