Description
Minimal Essential Characteristics for Animal Stalls for Large Research Animals MECs for Animal Stalls for Large Research Animals. A.USAMRIID would like to procure four (4) animal stalls for research animals that are appropriate for animal quarantine to sick call treatment of large research animals. B.The contractor shall provide animal stalls for large research animals that meet the following requirements. 1.Stalls shall measure 12 feet by 12 feet in size to meet current footprints yet allow the proper space for veterinarians and technicians to perform proper treatments and assessments; 2.Stall frames shall be rust-resistant metal for durability and sanitation purposes; 3.Stall panels shall have quote mark to quote mark high-density polyethylene puck board for sanitation purposes and durability; 4.Stalls shall be portable; 5.Stall partitions must be rust-resistant, smooth-edged metal grilled on the upper half of each panel to provide adequate ventilation yet be durable and easily sanitized; 6.All connectors shall be interchangeable to connect the stall partitions together; 7.All connectors shall be rust-resistant smooth-edged metal; and 8.Shall be able to create four (4) stalls in total. This shall require, at a minimum, nine (9) stall partitions, four (4) stall fronts, and four (4) stall doors. USAMRIID RESERVES THE RIGHT TO REVIEW ALL POTENTIAL OFFERS AND MAY REQUEST SAMPLES. C. Facility Sanitation: Due to the laboratory research conditions under which most of these products are used, it is extremely important that all products be manufactured and stored in clean and dry facilities. Facility sanitation will be measured against industry standards. USAMRIID RESERVES THE RIGHT TO DO AN ONSITE VISIT TO THE BIDDERS LOCATION TO DETERMINE IF THE FACILITY MEETS THIS REQUIREMENT. D. Product quality assurance: Items will be returned to vendor if they do not meet specifications at receipt inspection. F. The close date for quotations is NLT 12:00 PM EST 29 May 2015. Please contact me directly with any questions or concerns you may have regarding this and I will address them to all parties concerned. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price technically acceptable offer to the Government. Award shall be made on the basis of the lowest evaluated price meeting or exceeding the non-cost factor (technical conformance to the requirements of the solicitation). Evaluation of price will be based on the offeror's total price for all line items. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 8.4). Past Performance is not an evaluation factor for this acquisition. Evaluation Factors for Award: Low price, technically acceptable. Offerors shall price each CLIN. This is an all or nothing requirement, therefore, vendor shall provide a price for each CLIN, otherwise your proposal will be determined to be substantially incomplete and not warrant any further consideration (this includes manuals). Price (all CLINs shall be priced) The offeror's initial proposal shall contain the offeror's best terms from a price and technical standpoint. I. Completeness. The offeror has submitted CLIN total price, and total contract price completed all required representations and certifications, and acknowledgement of any amendments. II. Reasonableness. The Government's determination that the proposed price is fair and reasonable based on price analysis. The degree to which the offeror's proposed price represents a fair and reasonable price will be evaluated using the techniques in FAR 15.305(1), which provides that comparison of the proposed prices will usually satisfy the requirement for price analysis. The Government intends to evaluate offers and award a contract without discussions. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award of a contract as a result of this solicitation.
