- SCOPE OF WORK: This Design Build (DB) project will replace exterior siding and associated exterior renovations on Building 405 at Naval Support Activity (NSA) Mechanicsburg PA. The existing building is a wood structure, approximately 202 by 602 , with 4 -3 high brick foundation walls with concrete sill, and the remainder of the perimeter walls covered with cement asbestos board sheathing and/or exterior insulation and finish system which is placed over the original steel sash windows to an approximate height of 15 feet above ground level on the east and west sides of the building and an approximate varying height of 15 feet to 17 feet on the north and south ends of the building. The exterior walls of the building shall be covered with new insulated metal wall panels (2 thickness) to match existing wall panels used on previously renovated building structures on the installation, after removal of existing cement asbestos board sheathing and exterior insulation and finish system. This solicitation will result in the award of a Firm Fixed Price (FFP) DB Construction Contract. The contract will be procured using competitive proposals and formal source selection procedures, as it has been determined in accordance with FAR 15.101 to be the most appropriate method of contracting for the subject project. A Request for Proposal (RFP) will be issued to obtain contractor qualifications from which the resulting contract will be awarded to the best value offeror using the best value trade off process source selection plan as prescribed by FAR Part 15, Part 19, and Part 36 as applicable. Estimated Price Range: Between $1,000,000.00 and $5,000,000.00 Number of Days in Contract: 315 Calendar Days Number of Bid Items: ONE (1) CLIN NAICS CODE: 238170 Siding Contractors, Small Business Size Standard $15.0 Million. SET ASIDE: This acquisition shall be set aside 100% for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS in accordance with Federal Acquisition Regulation 52.219-27 Notice of Service Disabled Veteran Owned Small Business Set-Aside (Nov 11). The solicitation (specification) will be limited to the electronic medium. The specifications and attachments WILL NOT be directly provided in a paper hard copy format or by CD-ROM.
