- Small Business Set-Aside NON-CLINICAL CASE MANAGEMENT SERVICES (CMS). THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organization or small business programs. The Arkansas Army National Guard (ARARNG) is not obligated to and will not pay for any information received from potential sources as a result of response to this Special Notice. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the ARARNG. The information provided herein is subject to change and in no way binds the ARARNG to solicit for or award a competitive contract. Unless otherwise stated herein, no solicitation regarding this announcement is available. Requests for the same will be disregarded. If a solicitation is released, it will be synopsized in either the FBO/ASFI or GSA eBuy marketplace. Please be aware that all information submitted in response to this request, whether written, oral, electronic, graphic, or any other medium, may be subject to disclosure upon receipt of a proper Freedom of Information Act request from any person. The ARARNG will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. The Arkansas National Guard routinely requires case management services to be provided for Arkansas Army National Guard (ARARNG) personnel throughout the year. This effort was once provided by a national level contract instrument, which has since been delegated to the state level. In the past, the ARARNG has evaluated the quality of professional and administrative services provided, but does not control or direct the professional aspects of the case management services rendered. Case management services have been provided on-site at Camp Robinson in North Little Rock, AR with services occasionally performed at armories and other locations around the State of Arkansas in support of annual Periodic Health Assessments (PHAs). A detailed description of required services is contained in the attached draft Performance Work Statement (PWS). The interest of the ARARNG is not in a staffing agency that provides personnel on a position-specific basis. All sources capable of providing fully packaged, experienced and prepared to perform CMS are being sought. The ARARNG hereby requests capability statements from interested parties that are designated as small business concerns; more specifically, small business contractors with requisite capability that are current GSA contract holders. Those capability statements that are submitted shall be considered at the ARARNG's discretion and should demonstrate thorough past experience and indicate the ability to provide the services in the following areas: 1. CMS: Provision of record keeping and full orchestration of medical case management activities for the ARARNG. These services are necessary to meet Department of the Army medical readiness standards to ensure mission capability of the ARARNG. This includes all management, labor, material, personal equipment, certifications and supplies necessary to provide and deliver fully packaged CMS. 2. Knowledge and experience: Understanding of the ARARNG requirements and how those requirements will be met. Describe your experience in providing similar services. Also include any specific experience with providing CMS to a military treatment facility. The Army utilizes CMS to monitor the deployment readiness of its forces. Contractors coordinate with the ARARNG for its providers to individually gain access to this system. An identification card with an embedded security features called a Common Access Card, or CAC, is necessary for this computer access. 3. Demonstrate how expertise in the above medical CMS and workforce approach have affected outcomes within your realm of experience. Describe your CMS experience in the area of PHAs. Give an example of how you migrated a lessons-learned and/or best practice for one organization or medical process problem to another organization or medical problem. 4. Describe capability to perform or manage as a prime contractor for the above types of services. 5. Verify your capacity to provide top quality resource capabilities when required, to include: a. Recruiting and retaining top quality technical employees. b. Training to keep abreast of current standards and technologies. c. Ability to sustain a stable workforce. d. Reach-back capability for specialized medical expertise as needed. e. Managing a large technical workforce. i. Give information relative to the number of people, the technical/management fields represented, and the length of time they were managed. ii. Give an example of your ability to recruit top quality personnel. Describe how you encourage the growth of technical excellence and professionalism in your workforce. f. Ability to manage a dynamic and diverse work force. Provide your processes and measures that allow you to manage team members. g. Experience in managing task order work that is an identified government requirement within fair opportunity competition. Indicate your experience with integrating with government medical professionals, while maintaining your ability to select, assign, train, manage, and support your employees. 6. Cite experience relevant to contracts and/or other programs that you have been associated with in the last 24 months. Interested parties should cite DoD or other federal, state or local agencies they have supported as applicable. Point of contact names, telephone numbers and e-mail addresses are helpful for each citation. Detailed examples of your experience and explanation of your knowledge in performing physical examinations including physical health, risk for future medical disease, and assessing general health factors related to patient treatment are requested. 7. It is requested that interested parties address the following requests for information: a. USPFO-AR is contemplating advertising requirements under FAR 8 Schedules. What are the enhanced capabilities/limitations associated with such an approach? Are schedule vendors able to provide services in North Little Rock, Arkansas under their respective schedule contracts? b. Following contract award, what transition period would be adequate prior to start of work? c. What appropriate thresholds, measures or metrics should be included in the PWS? d. Which approach is more appropriate for this type of requirement; Performance - Price Trade Off (PPT), or Lowest Price Technically Acceptable (LPTA)? Any information submitted is strictly voluntary. The ARARNG will not pay for any information submitted in response to this request. The anticipated award date is TBD. The ARARNG requests that interested offerors submit an electronic response of not more than ten (10) one-sided pages, 8.5 x 11 paper, 10 pitch, Times New Roman font, with a minimum of one (1) inch margins all around. Any charts and/or brochures will be included as part of the ten (10) pages. Responsible sources having relevant experience may submit their statement of interest and capabilities, including business size classification, via e-mail to edward.l.porter.civ@mail.mil not later than 3:00 PM local time, 18 May 2015. Responses received after this date and time may not be reviewed. This synopsis is for planning purposes only, and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the ARARNG as to the ultimate acquisition approach. ARARNG will not release to any firm, agency, or individual outside the ARARNG, any information properly marked with a proprietary legend without the written permission from the respondent. The ARARNG will not pay for any information received in response to this synopsis, nor will the ARARNG compensate a respondent for any.
