- Sole Source Justification & Approval This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of 10 United States Code § 2304 (c)(1) and Federal Acquisition Regulation 6.302-1 (a)(2)(iii) - only one responsible source and no other supplies or services will satisfy the agency requirements - to Science Applications International Corporation (SAIC) of 7010 SAIC Dr, McLean, VA 22102-3702 to procure training transformation support services for Headquarters United States Marine Corps (HQMC) Training and Education Command (TECOM). A solicitation WILL NOT be issued. The associated NAICS Code is 541611. The Contractor is responsible for providing policy and standards development; installation and regional support; environmental data management support; and support for program operations, management, training, and communications. This action will result in a Firm-Fixed-Price contract, under FAR Part 13 Simplified Acquisition Procedures, with a period of performance from 01 June 2015 through 31 August 2015 while a follow-on contract is competitively solicited and awarded. This notice of intent is not a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.
