AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W911SD-15-T-0165 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-05-13 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be West Point, NY 10996 The MICC West Point requires the following items, Purchase Description Determined by Line Item, to the following: Base Period of Performance: 05/15/2015 - 02/29/2016 LI 001: ASSESSMENT: The contractor shall perform an assessment of the irrigation system to include the testing of the faceplate functions via auto Program, Semi Auto and Manual modes; running the systems and testing zone valves, solenoids, and sprinkler heads. The contractor shall deliver to the COR a written report with the results of assessment to include a list of recommended deficiencies and repairs needed within 72 hours of the visit in accordance with the attached Statement of Work (SOW) C.3.2 and C.3.3., 2, EA; LI 002: SCHEDULED SERVICES BIANNUALLY: Maintenance of Electronic Irrigation Controller, Irrigation, and Valve in biannual scheduled services in accordance with the attached Statement of Work (SOW) C1, C2, C3.1, and 3.1.1., 250, HOURS; LI 003: UNSCHEDULED SERVICES: Unscheduled Repair Services approximately six (6) visits per year in accordance with SOW C1, C2, C4.1, and C.4.1.1., 150, HOURS; LI 004: PARTS: The contractor shall provide necessary parts or materials to complete the required service. The contractor will be reimbursed for the actual cost of the installed parts, upon approval from the Contracting Officer Representative (COR) or the Contracting Officer of submitted parts or materials invoice. Total Cost for Replacement Parts during the Option Period Foure is Not-To-Exceed $10,000., 1, EA; LI 005: Contractor Manpower Reporting Application (CMRA): approximately one-hour data entry to be completed in accordance with the CMRA clause, annually., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC West Point intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC West Point is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. All questions regarding this solicitation shall be submitted in writing via the FedBid website. Proposal Submittal and Inquiries. Proposals shall include: 1.)Past Performance: Past Performance information is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform services. The prime contractor is required to perform 51% of the work and must outline their duties and that of the subcontractors. The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. Past performance data shall not extend past three years prior to the issue date of the RFQ, but may include performance data generated during the past three years without regard to the contract award date. a.Specific Relevant Contracts - Three (3) completed ?Specific Relevant Contracts? Sheets are required. Sheets in accordance with Attachment 2 and are limited to 3 pages per reference. The offeror shall provide documentation outlining the offeror?s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. b.Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information, when applicable. (A sample consent letter is attached as Attachment 1). c.Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror?s performance, when applicable. 2.)Price: Contract Line Items shall be submitted fully completed and error free. It shall contain the offeror?s prices for the established Contract Line Items Numbers (CLINS). The Government will award a contract to the responsible company who offers the lowest priced technically acceptable quote that conforms to all the specifications outlined in the solicitation and will be most advantageous to the Government, price and other factors considered. Each Quoter shall provide past performance information which demonstrates their technical capabilities in accordance with the requirements in the Performance Work Statement.
