- Joint Environmental Toolkit (JET) Notice of Contract Action (NOCA) Solicitation Number: FA8720-04-C-0015 P00207 Notice Type: Presolicitation Notice - Synopsis Synopsis: NOTICE OF CONTRACT ACTION (NOCA) NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS This is a notice of intent to award a sole-source supplemental agreement under the statutory authority of 10 USC 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), only one responsible source is capable of providing the services required at the level of quality required because the services are unique or highly specialized and award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Raytheon Company is the only responsible source that can provide the immediate services required for the current critical mission. At this time, there are no other contractors that are capable of providing these services without incurring an unacceptable delay to ongoing operations. As the current contract period of performance nears completion, the Government requires an 11-month extension of the current contract to bridge the gap for a follow-on competed contract. The contract extension will give the Government enough time to compete and award a follow-on contract, on a fair opportunity basis, using the GSA Alliant Governmentwide Acquisition Contract (GWAC). Competition is expected for the follow-on contract. All future notifications regarding the follow-on acquisition will be communicated to GSA Alliant GWAC contract holders. The sole-source supplemental agreement will allow the incumbent, Raytheon Company, to provide continued mission support and sustainment of the Joint Environmental Toolkit (JET) system, which currently supports ongoing operations at 557th Weather Wing (557 WW), U.S. Army, PACOM, EUCOM, CENTCOM, NORTHCOM, SOUTHCOM, SOCOM, and AFRICOM via nine regional centers, also known as Operational Weather Squadrons (OWSs), and 154 Weather Flights (WFs) worldwide. The existing contract will expire on 30 September 2015, but there is a continuing need to maintain the capability of the JET system to provide weather forecast generation, meteorological watch, and observation management for global operations. The effort includes sustainment support, fielding support, and transition support to transfer performance to the succeeding contractor for the follow-on Contractor Logistics Support. The above represents the only scope that will be procured during the extension period. This sole-source action will result in a supplemental agreement with pricing requirements to include firm-fixed-price (FFP) line items with an estimated budget of $6.752M. The sole purpose of the contract extension is to ensure that critical mission requirements continue. This notice does not constitute a Request for Proposal (RFP). Interested parties may submit a capabilities statement which shall be considered by the Government to the identified point of contact no later than 19 May 2015, 5:00 PM, EST. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this action on a competitive basis. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
