- J&A List of Titles Required The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado has received a Sole Source justification for the purchase of Proquest Online Subscriptions and Service. These research databases can only be provided by Proquest, LLC a large business at 789 E Eisenhower Parkway, in Ann Arbor, MI. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Part 13.106-1(b)(1). The contract was awarded to Proquest, LLC, against FA7000-15-C-0042, for a base and two option years. There was only one responsible source and no other item will satisfy the USAFA current requirements.
