Description
The Forest Service Southwestern Region (R3) intends to negotiate and award a sole source contract with Open Range Consulting 6315 N. Snowview Park City, UT 84098. The NAICS Code for this requirement is 541620. The estimated Period of Performance for this contract will be June 1, 2015 through August 30, 2015 for initial field work, mapping and analysis with final report due by November 1, 2015. Statutory Authority permitting other than full and open competition: 1. FAR 6.302-1, Only One Responsible Source and NO Other Supplies or Services will Satisfy Agency Requirements. 2. FAR 6.302-2, Unusual and Compelling Urgency The work under this requirement is for the use of remote sensing, Geographic Information Systems (GIS), statistical analysis, and Global Position System (GPS) technologies to provide timely and cost effective monitoring methodologies to aid in the evaluation and development of management objectives on the Apache - Sitgreaves, Lincoln and Santa Fe National Forests. Maps based on National Agriculture Imagery Program (NAIP) imagery will display riparian communities within the designated New Mexico Meadow Jumping Mouse proposed critical habitat and provide a time-series analysis of the proposed critical habitat. For some extents, Landsat ETM+ imagery may be used to extend the time-series, based on key NAIP-Landsat relationships. The purpose of this requirement is to improve the ability to assess conditions and trends of riparian areas critical to the newly listed as endangered New Mexico Meadow Jumping Mouse. Open Range Consulting has developed a new technique called Earth Sense Technology Riparian (ESTR). This technology which has a patent pending is an efficient way to generate accurate spatial information on vegetation structure and composition, to assess range conditions on a small and large scale by using photo and satellite imagery. This technology is statistically valid and economically feasible, to provide land agencies information on key indicators for planning and adaptive management. Open Range Consulting also provides an assurance check for validating accuracy. Additionally Open Range Consulting provides analysis with knowledge of grazing management, vegetation response to grazing and knowledge of grazing management infrastructure effect within a landscape. Open Range Consulting has experience with public land management issues, cattle behavior and management in relation to riparian area condition and function. There is a compelling need to accomplish this work in the immediate term. The newly endangered NM Meadow Jumping Mouse is a riparian obligate species which requires a very specific suite of elements and vegetation. It is critical that the monitoring information be generated this field season prior to the onset of monsoons in the southwest, after which plant growth and robust vegetation conditions throughout the landscape may mask important details of habitat conditions. This notice of intent is not a request for competitive proposals. A solicitation document is not available and telephone requests for a copy of the solicitation will not be honored. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination to compete this requirement is at the sole discretion of the Government. All interested parties must express their interest and submit a capability statement via email to svalencia@fs.fed.us by 2:00pm Mountain Time on May 25, 2015. Information received will be for the sole purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with preparing responses to this notification. Facsimile documents will not be accepted. If no affirmative written response is received, the service contract will be awarded without further notice.
