- Narrative for amendment posted 5-11-15 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY AND DOES NOT CONSTITUTE A COMMITMENT, IMPLIED OR OTHERWISE, THAT THE DEFENSE LOGISTICS AGENCY (DLA) DISTRIBUTION WILL TAKE PROCUREMENT ACTION IN THIS MATTER. FURTHER, DLA DISTRIBUTION WILL NOT BE RESPONSIBLE FOR ANY COST INCURRED IN FURNISHING THE INFORMATION REQUESTED. THIS ANNOUNCEMENT IS FOR FORMAL MARKET RESEARCH ONLY AND SHOULD NOT BE CONSIDERED A REQUEST FOR PROPOSAL (RFP). Background The DLA Distribution J7 Acquisition Management Office is conducting market research to determine the extent of small businesses capable of performing Toyota Production System (TPS) consulting for continued implementation of the TPS in a large scale, global service parts and storage and distribution operation with multiple sites. The objective would be to find a strategic partner that specializes in designing and implementing the Toyota Production System for a global network of "service parts" warehouses. The "service parts" industry has been found to have similar operating characteristics to DLA Distribution (such as failure based & planned maintenance replenishment strategies; low & high demand items; consumable & repairable items; small to large items requiring storage management; requirements to hold inventory for "decades" after final production run; COSIS requirements; reverse logistics management; high variation of customer orders leading to challenges with operations mgmt.; etc). Any follow-on procurement strategy will be based on the results of the information provided from Offerors and available funding. Scope The Contractor will be responsible for providing DLA Distribution with Toyota Production System principles and methodologies as a means to continue to establish a high performing organization and culture because it offers the best return, is process based, and is the best fit with the long-term strategy of the organization, which requires a culture that is both standardized yet adaptive to changing customer requirements. The initiative will target the design of both the vertical and horizontal organization structure, which includes the hierarchical levels, the processes, and the functions. The effort will begin at the senior level of DLA Distribution through which a design for the comprehensive organizational system and a plan for implementing this design will be refined and developed. This plan will identify the phases of the implementation with the end result being that the TPS principles are implemented & embedded into the overall organizational system. In order to implement the TPS principles into the entire organization, DLA Distribution requires consulting support and services to: •a) a) Develop an overall Phased Implementation Plan for the change effort. •b) b) Support to Senior Leadership in the design of the "Organizational System" based on TPS principles (vertical structure, functional structure, accountabilities & authorities, roles & responsibilities, and the management & work process) •c) c) Coach and Mentor each level of leadership in managing & improving the new organizational design (from senior leadership à manager à supervisor). •d d) Provide Advice & Guidance on the implementation of the latest industry best practices for service parts warehousing techniques to include improvement of inbound, storage, outbound, and cross-docking type operations (ex. consolidation & containerization point - CCP) at the warehouse & network level. •e) e) Develop formal Training Curriculum to develop each level of leadership to manage using the behaviors required of TPS (senior leadership à manager à supervisor). •f) f) Deliver a Transition Plan (i.e. train the trainer) from contractor to DLA Distribution to sustain the coaching and mentoring of TPS (leverage industry lessons learned from the Toyota "Operations Management Consulting Division (OMCD)" in developing the solution). •g) g) Provide Presentations and Progress Reviews throughout the terms of the contract (ex. prepare and present briefs and prepare formal reports and oral presentations describing the scope of the activities undertaken and associated relevant statistics). In order for DLA Distribution to properly gauge the capability of the business community, interested concerns must provide: •a a) A capability statement (limited to 10 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform the efforts above. This statement should specifically describe your firm's ability to provide adequate staffing to perform the requirements above. •b b) Relevant Experience (limited to 5 pages) within the last five (5) years, including contract numbers, indication of whether a prime or subcontractor, contract value, contract type and pricing structure, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above. •c) c) A description of how they will provide practitioners from the following labor categories with the specific skills and experience noted in this section (Limited to 5 pages); 1) Principal Level Staff: The Principal Level Staff shall possess 10+ years' experience designing & implementing the Toyota Production System (TPS) in an organization that manages a network of service parts warehouses. Must possess 5+ years' experience supporting DoD clients in implementing TPS. In addition the Principal Level Staff shall: · Possess expert knowledge of the implementation of Toyota Production System principles and practices for an organization that manages a network of service parts warehouses (to include retail & wholesale type operations). · Possess expert ability to coach and mentor all levels of leadership in the principles and practices of the Toyota Production System. · Possess expert ability to design and deliver training in the principles and practices of the Toyota Production System as well as develop and implement a train-the-trainer program (based on lessons learned from the Toyota "Operations Management Consulting Division (OMCD)"). · Possess expert knowledge of best practice for the service parts industry (e.g. includes the key processes such as Inbound, Storage, and Outbound as well as the technologies and methods used to manage a network of warehouse operations). · Possess working knowledge of DoD storage & distribution operations at the warehouse and network level that includes the processes, key functions, and technologies (ex. Distribution Standard System "DSS"). This is required in order to provide credible advice & guidance for improving Information Technology (IT), automation & methods to manage in a TPS environment. · Possess the ability to read, write, speak, and effectively communicate using the English language in oral and written communications. · Possess significant experience in leading and providing technical direction involving multiple projects of high complexity that includes the development of a multi-year and phased implementation plan · Provide quality control of projects and interface with client on project specific issues · Possess the ability to negotiate and make binding decisions for the Contractor · Deliver presentations and lead senior level client meetings 2) Consultant Level Staff: The Consultant Level Staff shall possess 5+ years' experience working directly with or supporting the design & implementation of the Toyota Production System (TPS) for an organization that manages a network of service parts warehouses. Must possess 2+ years' experience supporting DoD clients. The Consultant Level Staff shall: · Possess knowledge of the implementation of Toyota Production System principles and practices for an organization that manages a network of service parts warehouses (to include retail & wholesale type operations). · Possess the ability to coach and mentor all levels of leadership in the principles and practices of the Toyota Production System. · Possess knowledge of DoD storage & distribution operations at the warehouse and network level that includes the processes, key functions, and technologies (ex. Distribution Standard System "DSS"). · Possess knowledge of best practice for the service parts industry (e.g. includes the key processes such as Inbound, Storage, and Outbound as well as the technologies and methods used to manage a network of warehouse operations). · Possess the ability to work independently; work well with others in a team environment; and function effectively in difficult, emotionally charged situations. · Possess experience in leading and providing technical direction involving projects of high complexity · Possess the ability to read, write, speak, and effectively communicate using the English language in oral and written communications. · Interface with the client on a day-to-day basis 3) Support Level Staff: The Support Level Staff shall possess 1+ years' professional experience supporting TPS in a service parts warehouse operation.
