Description
NASA/JSC has a requirement for OMNISCAN MX2 AND SECOND GENERATION 32:128PR PHASED ARRAY ACQUISITION MODULE AND BATTERY PACK. The ES4 Nondestructive Evaluation (NDE) Laboratory has a requirement to improve its phased array ultrasonic testing (PAUT) capabilities in order to conduct research on the inspectability of parts fabricated by the Electron Beam Freeform Fabrication (EBF3) additive manufacturing (AM) process. EBF3 parts typically exhibit a large columnar grain structure extending throughout the entire part thickness. The size and directionally dependent acoustic properties of the columnar grains produce high levels of signal noise and reduced sound penetration due to grain boundary scattering as well as changes in the sound propagation direction due to acoustic impedance mismatches between neighboring grains. These effects significantly lower the inspectability of EBF3 parts in comparison to parts made from wrought material. NASA/JSC intends to purchase the items from Olympus Scientific Solutions Americas, Inc. NDE Laboratorys has existing suit of Olympus Tomoview software that will be used for the EBF3 part inspectability research project would require an additional purchase of software. NDE Laboratory personnel already have seven years of experience with Olympus Omniscan instruments and Tomoview software tools. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Stacy Houston at stacy.g.houston@nasa.gov not later than 4:30 p.m. local time on May 15, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
