- The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the US Army Institute of Surgical Research (USAISR) is issuing this notice of intent to Sole Source through Federal Contracting Consultants (FCC), 13142 Woller Valley, San Antonio, TX, 78249-3735, for a six (6) month extension of services under the current firm-fixed price contract W81XWH-10-P-0353 which is due to expire on 12 June 2015. A follow-on requirements package in underway and will be negotiated on a competitive basis prior to the expiration of the 6 month extension. This extension is authorized under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This extension is required in order to meet the needs of the Government. Negotiating a new contract at this point in time will cause unacceptable delays of the 10.6 million dollars worth of government contracts in process or due to be negotiated before the end of the fiscal year. The incumbent demonstrates a unique capability to provide the particular acquisition support services required and possesses the skills and systems training needed to complete the agencies requirments within the stringent timeframe. Federal Contracting Consultants will perform expert on site acquisition support services and consulting for USAISR from 13 June 2015 through 12 December 2015. This is a 6 month extension required for continued support throughout the end of the fiscal year. It is critical that the Government retain the current contract due to the specialized training the contractor has acquired through operating internally with the government staff at USAISR. If this position is not retain and set out for competition, the agency will backfill the position with an untrained government employee and millions of taxpayer dollars will have potentially been lost or misappropriaated. The North American Industry Classification System (NAICS) for this requirement is 541618 with a size standard of $15 Million dollars. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by Monday, 25 May 2015 at 1:00 PM Central Daylight Time in order to establish the capability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement.
