FAA Contract Audit Services: Draft SIR Comments 1.Introduction/Purpose This market survey announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market Analysis. The Federal Aviation Administration (FAA) has need for Contract Audit Services as delineated in the applicable attached documents. The purpose of this Market Survey is to solicit questions / comments from interested vendors on the attached draft Screening Information Request (SIR) sections. Information submitted in response to this survey may be considered in regard to the final SIR release. Not responding to this Request for Information (RFI) does not preclude participation in any future Screening Information Requests (SIRs) related to the FAA Contract Audited Services; if any are issued. 2.North American Industry Classification System (NAICS) Code: 541211 Description: Offices of certified public accountants - $8.5 million 3. Submittal Requirements for Market Survey Questions and/or comments must be submitted via electronic mail (e-mail) to the designated Contracting Officer, Salvatore D. Ales (Sal) at Salvatore.Ales@faa.gov, no later than 12:00 PM local Washington, DC time on May 26, 2015. The email subject line must read: FAA RFI for CONTRACT AUDIT SERVICES. Files must be compatible with either Microsoft Word format or Adobe Acrobat PDF. If chosen to submit via Adobe Acrobat PDF format, please ensure the document retains the ability to copy and paste into a MS Word Document (i.e. do not submit picture files). Any proprietary information submitted must be properly labeled and identified. The electronic submission must be via email and include the following: a)Name of vendor submitting the email and the firm s mailing address; b)A point of contact (POC), telephone number, and email address of the person to be contacted regarding any correspondence between the FAA and the vendor. The POC must be capable of addressing questions or issues associated with the submission and content of the response; c)Total number of electronic files being submitted, if more than one electronic file is being attached; and d)Electronic files larger than 10 MB must be broken down into multiple files with no one exceeding 10MB. Each electronic file must be numbered (e.g. File 1 of 4, File 2 or 4, etc.) 4. Disclaimers: (a)This is not a Screening Information Request (SIR) Request for Offer (RFO) of any kind; (b)The FAA is not seeking or accepting unsolicited proposals; (c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; therefore any costs associated with the market survey submittal is solely at the interested vendor s expense (d)The attached documents are in draft form but continue to provide substantial representation of the FAA requirements. (e) The FAA may utilize contractor support personnel in meeting with customer organizations and reviewing vendor submissions. Contractor support personnel will sign all relevant Non-Disclosure of Information and Conflict of Interest Agreements for any subsequent acquisition. 5. Correspondence The FAA welcomes any general comments regarding the content of the Market Survey. Questions and/or comments must be submitted in writing prior to the closing date and directed to the email of: Salvatore.ales@faa.gov. Please reference the relevant SIR Section for each comment and/or question. No telephone inquiries will be accepted. Information provided will not be released but must be marked PROPRIETARY (on all documents submitted, as necessary). It is highly recommended that interested vendors check the FAA s Contracting Opportunities (FAACO) website http://faaco.faa.gov frequently for any updates and amendments to this announcement. Also, if this announcement is being viewed from other than FAACO, some information/attachments may not transfer correctly. Therefore, only the information/attachments provided at FAACO are considered the official source of information on this requirement.
