- SF-18 VESSEL CHARTER FOR WHITE ABALONE SURVEYS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), La Jolla Ca has a requirement for a research charter vessel to conduct equipment testing and subsequent underwater survey at the "The Ridges" near Palos Verdes, Ca. using a remotely operated vehicle (ROV) that addresses NOAA's mission to monitor the recovery of federally endangered white abalone (haliotis sorenseni). A detailed list of requirements is included in the Statement of Work within the solicitation package document. The proposed contract action is a total set aside for small business concerns. The NAICS code for this procurement is 483114 and the business size standard for this requirement is 500 employees. The government intends to issue a firm fixed price order commencing approximately June 1, 2015 to September 30, 2015. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to (858) 546-7004 attention to Pamela Gail Jones or emailed to pamela.g.jones@noaa.gov. This is a simplified acquisition with an estimated value of less than $150,000. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must also have a Dun & Bradstreet Number. This procurement also requires offerors to complete the electronic representations and certifications at the SAM website.
