- SOURCES SOUGHT SYNOPSIS Magazine Specifications ALE-40/45/47 (NSNs: 5865-01-411-5280, 5865-01-411-5278, and 5865-01-418-8760) CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for development of a Capability and Production Specification of the Countermeasure Dispenser System Common Magazines for use by United States Air Force (USAF) personnel. The level of security clearance is expected to be unclassified at this time, but the Government is still in the determination process. Foreign participation is not permitted for this task. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. Below is a document containing a description of the Magazine requirement and a Contractor Capability Survey, which allows you to provide your company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. REQUIREMENTS DESCRIPTION We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for development of Capability and Production Specifications for the Countermeasure Dispenser System Common Magazines referred to as 1x1, 1x2 and 2x2.5. The NSNs are 5865-01-411-5280 (1x1), 5865-01-411-5278 (1x2) and 5865-01-418-8760 (2x2.5). This is engineering services task. Our acquisition strategy is a one year contract to deliver complete specifications to describe requirements for the magazine's effective characteristics (operating temperature range, strength/stiffness, electrical capacitance and resistance, thermal capacitance, temperature stability, susceptibility to corrosive environments and products of combustion, etc.) for use developing production acceptance criteria and general system engineering use. Common Magazines are three magazines used by the ALE-40, ALE-45, and ALE-47 Countermeasure Systems to dispense chaff and flares. The magazines have been in use for decades and the Government has a technical data package (TDP) available, but lacks a complete capability specification which will allow the Government to approve new sources of supply and new methods of production as well as answer system performance capability questions. A partial manufacturing specification exists as part of the TDP using several out dated Mil-Specs and processes. The current magazines are produced using a detailed method for laying and curing the fiberglass construction on a specific production line by the original equipment developer/manufacture. Include a description of your staff composition and management structure. 2) Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3) Describe your company's capabilities and experience in generating and reviewing of old technical data, engineering drawings and manuals, and specifications. 4) Describe your company's capability to test fiberglass materials for operating temperature range, strength/stiffness, electrical capacitance and resistance, thermal capacitance, temperature stability, susceptibility to corrosive environments and products of combustion, etc. 5) What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (AS9100, ISO 9000, QS-9000, EIA-599, or otherwise)? 6) Describe the testing requirements/Government Furnished Equipment and Data you anticipate needing from the Government. i.e. How many magazines will be required to perform all testing, how many magazines will be destroyed in the testing process, etc.
