- The National Highway Traffic Safety Administration (NHTSA) is an operating administration within the U.S. Department of Transportation whose mission is to save lives, prevent injuries, and reduce traffic-related deaths and economic losses resulting from motor vehicle crashes. NHTSA's national priority programs are designed to prevent drunk driving; increase seat belt use; raise awareness of child passenger safety issues; decrease drinking and motorcycle riding; and decrease distracted driving. Other important NHTSA priorities and campaigns include heatstroke, speed, teen safety, pedestrians, bicycles, school buses, older drivers, enforcement and justice services, and drowsy driver safety programs. Reaching the Hispanic population with highway traffic safety campaigns continues to be a NHTSA priority. The overall objective of this contract is to develop, design, and maintain websites; support web content development; upload content to a variety of websites; draft, edit, and proof web content, speeches, and other communication materials to develop, produce and distribute this information, both digitally and through traditional publication activities,. NHTSA seeks a Contractor to support NHTSA's digital, traditional, and social media efforts. This acquisition is being set aside for competition among 8(a) firms. The NAICS Code for the anticipated contract is 541430. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Cost Plus Fixed Fee (CPFF) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about June 8, 2015. Period of Performance: Base period of twelve (12) months plus four (4) twelve (12) month option periods. Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2015.
