- The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a), Sole Source Acquisitions, based on unique and proprietary system capabilities. The Government intends to solicit and negotiate with Team Corporation, 11591 Watertank Rd, Burlington, WA, for One (1) Tensor Six Degree of Freedom Test Module and associated components to include one (1) Tensor Scavenge Pump Assembly, one (1) Tensor HPS80-130 self contained power unit, one (1) Tensor Amplifier Bank, one (1) Data Physic MATRIX Controller, System and Integration Testing, Facility Acceptance Testing, System Packaging and Freight, and System Installation. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The system must include six (6) degrees of freedom and a frequency range of 20 - 3,000 Hertz (Hz) with electrodynamic shakers, and allow for testing defined by Military Standard (MIL-STD) 167C, MIL-STD 810 F/G, and MIL-STD 2105C for all Army weapon systems. The system must have a proven control accuracy of 99.8% with a tolerance band of plus or minus (+/-) three (3) decibels (dB) over the frequency band (in accordance with MIL STD 810(g)). The system must include twelve (12) individual points of control authority throughout the entire frequency band and allow for simultaneous vibration testing along each orthogonal axis (X, Y, and Z). The system must include four (4) electrodynamic actuators for each of the three (3) orthogonal excitation axes with eight (8) in-plane and four (4) out of plane (under shaker table). All twelve (12) electrodynamic shakers must be mechanically coupled to the shaker table via self-aligning hydrodynamically lubricated bearings. The four (4) actuators in each axis must be able to run in-phase or out-of-phase to produce translation in the specific axis or rotation about transverse axes. The system must be capable of producing harmonic, shock, or harmonic-on-random excitations.
