Description
The National Institutes of Health intends to award a sole source acquisition to ABB, Inc., 29801 Euclid Ave, Wickliffe, Ohio 44092, for ABB Inc.'s Symphony+ System Maintenance and Repair Services, which is installed in the Central Utility Plant on the NIH Research Triangle Park campus. The provided supplies and services are proprietary. The purpose of this contract is to obtain onsite engineering and technical maintenance support for the installed ABB Distributed Control System (DCS) the Harmony Infi-90 System, which contains Bridge Rack Controllers (BRC) and associated system hardware that communicates/controls the equipment producing and distributing the CHW and HTHW throughout the campus. The hardware of the control system has been specifically designed to sustain communication via software developed and copyrighted by the OEM, ABB, Inc. Currently ABB's Conductor NT software provides the Human System Interface (HSI) which has been designed to provide control, fault mitigation, and optimization for utility production. The ABB developed software and associated "ABB Engineering Tools·" (Macros Configuration Software) requires a thoroughly trained and experienced ABB Engineer/Technician to configure, install and modify as needed to provide the Central Utility Plant's O&M personnel with a reliable system capable of allowing easy operator directed functions. Furthermore, it allows the Government's engineering and technical personnel to use the HSl's graphic presentation, alarm review, and real time trending to determine the requirements for heating and cooling of the research facilities. The North American industry Classification System (NAICS) Code is 811219 and the business size standard is $20.5 million dollars In accordance with FAR 6.302-1, ABB, Inc. is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements. This notice of intent is not a request for competitive proposals. Interested parties may provide their capabilities in meeting the specific requirement identified above. All responses shall be emailed to Joshua Blow at joshua.blow@nih.gov are due by close of business May 22, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
