- This is a Sources Sought Notice and is for Market Research information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Large or Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses; HUBZone Small Businesses, Small Disadvantaged Business and Women-Owned Small Businesses concerns for the proposed contract. The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) is interested in awarding one (1) Time and Materials Type contract in accordance with Federal Acquisition Regulation Part 12.6 for a contract to provide vessel, personnel, and equipment support necessary to assist us actively addressing many resource management and conservation issues including response and restoration in the aftermath of physical impact events (ship groundings, hurricanes, etc.), active population enhancement of threatened and endangered coral species, reduction of and mitigation for land-based sources of pollution, project monitoring, research and assessment, and the implementation of coastal habitat restoration projects in the area of Puerto Rico, the U.S. Virgin Islands and Southern Florida. The contract will be for a period of three (3) years from the date of award of the contact and a not to exceed amount of $5 million. The NAICS for this project is 488390 Other Support Activities for Water Transportation and size standard is $38.5 Million. Response to this sources sought announcement will be used by the government to make appropriate acquisition decisions, including whether or not this can be set aside for small businesses. Capability statement packages must provide the following information •At least three references for past performance on expertise and experience with vessel charter, scientific diving, environmental monitoring, coral reef restoration, coastal habitat restoration and/or experience implementing watershed management best management actions. Provide a short synopsis of each project along with customer point of contact for stated projects including telephone number and email address; •A short synopsis of the experience of key personnel in regards to the type of work described above. •A short synopsis of technical capabilities which include vessels, personnel, and equipment capabilities proposed to perform the work and ability to reach and work in the Puerto Rico; US Virgin Islands and Southern Florida area in a reasonable amount of time.
