- Consolidated Nuclear Security, LLC, is seeking interested parties for the competitive procurement of a Container Logistics and Maintenance Depot (hereafter referred to as the "Depot"), to be located on or near US Department of Energy property at the Pantex Plant in Amarillo, Texas. Background The Pantex Plant is located on FM 2373 approximately 17 miles northeast of Amarillo. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) nuclear weapons plant managed and operated by Consolidated Nuclear Security, LLC. General Scope Description The Depot, as envisioned is comprised of a large-span warehouse structure totaling ~50,000 ft2 and a multi-purpose container maintenance facility (~10,000 ft2). Together, these will provide adequate space to conduct staging, distribution, and maintenance activities for all containers used at the site with the exception of waste containers and those used to ship fully assembled nuclear weapons. The objective of the Depot project is to have a private entity design and build the necessary structures, operate, and subsequently execute a lease-to-own agreement with CNS Pantex. The provider may also offer a proposal to operate the Depot on an enduring contractual basis to be ultimately decided at the discretion on of CNS and NNSA upon facility contract award. The project shall provide turnkey Contractor services for Consolidated Nuclear Security, LLC, as follows: • Depot facility design, • Facility construction • Process equipment design & installation • Essential material procurements, • Facility and process start-up testing and qualification, • Plant personnel training, and • Completion of project closeout documentation (such as submittal of as-built facility and equipment drawings Depot-related facility, equipment and process detail. As noted previously, the provider may opt to include a proposal for enduring contractual management and operation of the facility and processes therein. More specifically, the project is comprised of: Container Staging Area (Warehouse) Requirements - • Staging floor-space must total e ~ 50,000 ft2. • The vertical dimension of the facility must be such that the floor-space is, at a minimum, doubled by facilitating 2nd-tier stacking of containers. To do so, the warehouse facility must be universally at least 16 feet interior clear height. • Random access of staged containers must be permissible with little or no perturbation of surrounding containers. (Proposed random access methodologies must be approved by CNS prior to commitment within the facility design.) • Equipment selected to manipulate the staged container inventory should be universally applicable throughout the warehouse(s) and should be able to transport containers into and out of the maintenance area/facility readily. • The structure(s) is to be insulated such that major HVAC utility is minimized, while maintaining ambient temperatures in the 60-95 degree Fahrenheit range. • Relative humidity must be monitored in the facility and generally should be maintained at less than 30% RH with temporary excursions permitted. In addition to interim staging, the warehouse structure is intended to provide in-processing space for AR (acceptance required) containers and temporarily house those awaiting repair, maintenance, labeling and ultimately, acceptance. The in-processing area is to be configured in a manner that provides flexibly segregated space from the remainder of the facility that houses staged containers awaiting distribution for near-term use (out-processing area). A loading dock services these areas from the outside. Another segregated area will be provided to house containers in long-term storage status or awaiting disposition. Roughly 5,000 ft2 of floor-space will be set-aside as segregated staging for classified containers and another 4,000 ft2 will be segregated as secure parts inventory storage. These areas must provide appropriate levels of security via walled, lockable rooms or cage-like, lockable enclosures. The warehouse must have classified and unclassified data networking capability and will ultimately perform electronic inventorying, monitoring and tracking of resident containers in a wireless environment. Container Stewardship Facility is to provide approximately 10,000 ft2 of horizontal floor-space. The facility houses processing capability to efficiently sustain the various container fleets in a state of appropriate readiness to meet projected stockpile requirements. The following capabilities will reside in the Maintenance Facility: • In/Out-Processing • Assembly/Disassembly/Inspection • Repair/Welding (to meet ASME Boiler and Pressure Vessel Code) • Maintenance/Leak Check • Labeling/Stenciling • Cleaning • Secure parts staging Ancillary Process-related Equipment Requirements (not necessarily all-inclusive): • Task exhaust systems or other adequate process ventilation • Gantry Crane or portable hoists rated for at least 2,000__ lbs • 3 Large Bell Jars • Classified Computer Terminals • Plumbed Air and Vacuum Supplies • Sand Blasting area (in welding room) • Digital scale ~2,000 LB capacity • Loading Dock (~5,000 ft2 horizontal external pad/1,500 ft2 horizontal internal approach) • Roll off Dock access (with outer pad for placement of roll off dumpsters) • External Pad for staging of loaded and empty trailers and backup roll off dumpsters In addition, provisions for minimal office/meeting space having classified both classified and unclassified computing capabilities are desirable, as well as appropriately-sized restroom facilities.
