Description
The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Consumer Financial Protection Bureau (CFPB), intends to contract with American Bankers Association (ABA), 1120 Connecticut Ave NW, Washington, DC 20036, on a sole source basis, under authority of FAR 6.302-1, for access to Stonier Graduate School of Banking. ABA has been identified as the only source capable of providing the required content in an arrangement that meets the needs of the CFPB. In 2010 Congress passed and President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act). This act created the Consumer Financial Protection Bureau. Congress established the CFPB to protect consumers by carrying out Federal consumer financial laws. The consumer bureau's core functions can be described but are not limited to the following: 1. Conduct rule-making, supervision, and enforcement for Federal consumer financial protection laws 2. Restrict unfair, deceptive, or abusive acts or practices 3. Take consumer complaints 4. Promote financial education 5. Research consumer behavior 6. Monitor financial markets for new risks to consumers 7. Enforce laws that outlaw discrimination and other unfair treatment in consumer finance The program is designed to better equip supervisory examiners with the skills that are needed in today's challenging regulatory environment. The curriculum is designed to broaden the supervisory examiner's knowledge of the banking industry and bank regulation, and master concepts of lending, financial management, general management, leadership, and decision-making. The Supervision, Learning, and Development unit (SL&D) of Supervision Examinations (Supervision Examinations) offers eligible members of its supervisory examiner staff tuition remission to participate in a graduate banking school (GBS) program pilot. The establishment of this pilot program will assist the Consumer Financial Protection Bureau's (CFPB) mission and agency performance goals. The pilot will also provide an avenue to support employee self-development and learning. All participants have applied to and been accepted/or are returning for their 2nd year of the Stonier Graduate School of Banking program. For new students, this source accepted them based on the experience and qualifications included within their applications to the school. All participants have been approved to attend this school via an SF-182. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than May 18, 2015 at 2:00 pm EST. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn:SG/CG. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the required training. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source to ABA. Qualified contractors shall provide the following: 1. The name and location of your Graduate School and contact information. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your Training are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your related graduate school training, as well as a list of customers your company currently provides these products/services for. 4. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
