Description
The U.S. Department of Commerce, NOAA intends to acquire lodging and transportation services for students attending training classes at the National Weather Service Training Center (NWSTC), located at 7220 NW 101st Terrace, Kansas City, MO 64153. The period of performance of the contract will be from September 29, 2015 through September 28, 2020. Specifications of the lodging facility include, but are not limited to: (a) a location of approximately 10-15 minute drive time (one way) or 5 road miles (one way) from the NWSTC; (b) The rooms shall be suites, consisting of a minimum of 180 square feet, excluding the bathroom; 1 bedroom, a sitting area and kitchen. The kitchen must include at a minimum, a microwave, refrigerator, sink and stovetop. (c) A public restaurant shall be available on the premises or within 0.1 miles, and must provide special menus or dietary food to students who have special needs; (d) The contractor shall have in-house capability to accommodate an estimated number of 85 students at one time with each student having their own room, with a minimum of two handicap accessible rooms available, with all students located in one facility; (e) A commons room with a minimum of 200 square feet shall be available exclusively for the use of students for study and social activities; (f) Meeting rooms must be available with accommodations for 12 to 25 persons; (g) Laundry facilities shall be available to the students on the premises which include a minimum of two washers and dryers; (h) The facility must have a year-round swimming pool, on-site exercise facility, and recreational facilities such as game room, tennis or basketball court, sauna and lounge; (i) Rooms shall be uniform in size and appearance; (j) Transportation specifications include, but are not limited to: (1) Transportation of one round trip per day must be provided to each student from the Contractor's facility to the NWSTC, except Saturday, Sunday and federal holidays; (2) At a minimum, the contractor shall furnish scheduled shuttle services to/from a nearby mall or other large shopping and restaurant area that provide food/retail/entertainment services; (3) Shuttle service to and from the Kansas City International Airport for arrivals and departures of students must be available. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation, is judged by an integrated assessment of price and non-price factors to provide the best value to the government. This acquisition is full and open competition with subcontracting goals. A solicitation will be available on or about May 27, 2015. The proposal due date will be stated in the solicitation. No paper copies of the solicitation will be issued. It is the responsibility of the interested parties to download the solicitation and related documents from the Federal Business Opportunities website and to revisit the site frequently to obtain any updates/amendments to any and all documents. Technical questions regarding this pre-solicitation notice are not being accepted. The time for submission of technical questions will be stated in the solicitation.
