- This is a SOURCES SOUGHT for an Information Technology Labor Services Support to determine the availability and technical capability of businesses for certified 8(a) to provide the required labor services. DITCO Pacific Contracting Office is seeking for potential sources to manage, operate, and maintain I/T Systems and Programs such I/T and Telecommunications and Network Management Support, I/T Staff Support, Regional Operations Center/Emergency Operations Center and Public Safety Support, Force Protection & Network Support, Information Assurance, and business process improvement for the Commander Navy Region Japan and Commander Navy Forces Japan. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. ANY INFORMATIN SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND. Contract Number: HC1019-12-C-2006 Contract Type: Firm Fixed Price (PPF) Incumbent Contract: Laser Barcode Services (LBS) Inc. Method of Previous Acquisition: Sole Source 8(a) The current program effort is to provide labor services support responsible for IT System, Information Assurance (IA), Base Communications (BC), and Land Mobile Radio (LMR) program oversight, planning, budgeting and execution. This responsibility includes all facets of information systems operation and management, to include management, oversight and implementation of the OCONUS Navy Enterprise Network (ONE-NET) for CNRJ/CNFJ and subordinate stations, activities and detachments located throughout the AOR. Program requires professional contract services to support and enhance the operational effectiveness of the IT Program. Anticipated time frame for this requirement is 01 Oct 2015. Period of Performance (POP) is anticipated for a base period plus several options years. Place of Performance is Yokosuka, Japan. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541519- Other Computer Related Services with the corresponding size standard of $27.5M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from 8(a) small businesses that can provide the required services. The level of participation in any subsequent procurement that may result from this Sources Sought, you are encourage to provide information regarding your plans to use joint venturing (JV) or partnering to meet the requirements. This includes responses from qualified and capable Small Business, Small Disadvantaged Businesses, Service-Disabled0Veteran Owned Small Businesses, Woman-Owned Small Businesses, HUB Zone Small Businesses, and 8(a) Companies on how you would envision your company's areas of expertise to meet the specific requirements contained in this announcement. SUBMISSION DETAILS Responses should include: 1. Business Name and Address 2. Name of company representative and business title 3. Type of Small Business 4. DUNNS and Cage Code Respond to this Sources Sought must be received before the deadline on 15 May 2015, 3.00PM, Hawaii Standard Time. Please submit a brief capabilities statement package no more than 5 pages demonstrating ability to perform the services in a bullet format. Proprietary information and trade secrets if any must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
