Description
Site Visit Meeting Minutes with Sign-In Sheet ****The Site Visit Meeting Minutes and Sign-In Sheet have been added to the attachments (one file). Please note, there will be an amendment to this solicitation in the near future; please ensure the amendment is acknowledged in your proposal.**** This acquisition is a competitive 100% Economically-Disadvantaged-Small-Woman-Owned-Business set-aside for contractors. This Request For Proposal (RFP) will be a firm fixed price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 237110. All other firms are deemed ineligible to submit offers. The small business size standard is $36,500,000.00. The Contractor shall provide the government with a complete engineering design, construction, and warranty for the waterline replacement from Alto to Tangair. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. The government will not pay for any information submitted in response to this solicitation. Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror of any costs. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation. A site visit is scheduled for 09:00 AM Pacific Time on Tuesday, 05 May 2015 at Vandenberg AFB Visitor Center, corner of CA Hwy 1 and California Blvd, Vandenberg AFB, CA. The purpose of the site visit will be to answer questions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 29 April 2015 by 12:00 PM Pacific Time: Patricia Rosa, patricia.rosa@us.af.mil, 805-606-1506 Megan Mavis, megan.mavis.1@us.af.mil, 805-605-3916 The RSVP must contain: The company name The names of attendees (Attendees will be limited to 2 individuals per company) **For individuals that do not have base access, the driver's license numbers are also required in order to have a base access pass prepared. RAPIDGate does not work at Vandenberg AFB.** Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit. If you do you receive a confirmation by 12:00 noon Pacific Time on 30 April 2015, please contact the individuals at the numbers listed no later than 3:00 PM Pacific Time on 30 April 2015 to ensure your RSVP was received. Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP, however, it is highly recommended. All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 3:00 PM Pacific Time on 08 May 2015. Proposals are due by 3:00 PM Pacific Time on 22 May 2015.
