Description
Project Description: The Angeles National Forest proposes to perform site renovations and improvements at Big Pines Visitor Center, Inspiration Point and Jarvis Vista - all of which are projects in support of the San Gabriel Mountains National Monument (SGMNM). The projects, which have been put on hold multiple times over a span of 10 years, will be funded by State and Forest funds. The State will provide funding by way of an Agreement with Federal Highways Administration (FHWA). This funding runs out at the end of this fiscal year. The Forest funds will be provided from Recreation filming funds in order to make improvements to sites along Highway 2 (Angeles Crest Highway). A portion of this funding was received by WO and RO commitments for the SGMNM and also must be spent this fiscal year. These recreation sites and facilities rely heavily on funding from permits issued for television, commercial and movie filming which are coordinated and issued through our Special-Uses district staff. Big Pines Visitor Center is a historic building that is located in Wrightwood, CA, next to the popular skiing facilities at Mountain High. Inspiration Point features a beautiful vista/overlook where thousands of yearly visitors make dedicated stops along their commute to view the surrounding Foothills. Jarvis Vista is also heavily used and is located near the two tunnels on Highway 2 that also have a high demand for filming, as well as a viewing platform for the San Gabriel Mountains and the occasional spotting of Bighorn Mountain Sheep. The proposed work includes, but is not limited to the following: BIG PINES VISITOR CENTER IMPROVEMENTS - Performing removal and relocation of existing utilities; site development and grading of parking lot, retaining wall, accessible DG walkway and importing suitable fill; backfilling and compacting; placement of compacted aggregate base and hot bituminous pavement; placing painted traffic markings; placing cast-in-place concrete for v-ditch drain and footings; furnishing and installing new wheel stops; constructing new masonry retaining wall with rock-veneer matching existing rock features; and furnishing and installing site appurtenances such as new interpretive information boards, new railroad ties for stair treads, signage and solar power lighting fixtures and poles. INSPIRATION POINT IMPROVEMENTS - Performing removal and relocation of existing bulletin board; site development and grading of new accessible concrete pad and shade structures; infill of rock stairs with mortar; placing painted traffic markings; furnishing and installing wheel stops; placing cast-in-place concrete pads and footings for shade structures; and furnishing and installing site appurtenances such as new interpretive information board, benches, shade structures and signage. JARVIS VISTA IMPROVEMENTS - Performing demolition of an existing vaulted wood toilet building; removing existing wood fencing; demolition and removing existing rock stairs; infilling existing viewing platform with mortar; site development and grading of new accessible walkway, pad and ramp; importing suitable fill, installing new split-rail fencing; placing large boulders along perimeter of parking areas; placing painted traffic markings; installing new wheel stops; placing cast-in-place concrete for new accessible walkway, pads, and footing for new railing; installing new tube railing at walkway; and furnishing and installing new interpretive information board, new picnic tables, trash receptacles, new single-unit SST toilet building, and signage. The price range of this project is between $250,000 and $500,000. Contract time is 150 calendar days.
