Description

This is a Sources Sought announcement, a market survey to be used for informational and planning purposes only. The intent of this Sources Sought is to identify potential qualified businesses and information received will not be disclosed outside of the agency. This is not a solicitation for proposals and no contract will be awarded as a result of this announcement. Naval Facilities Engineering Command Far East, Facilities Engineering and Acquisition Division (FEAD), Public Works Department Yokosuka, is seeking sources with current relevant qualifications, experience, personnel, and capability to perform a 12 months base period and two (2) one-year option periods, combination, Firm-Fixed Price and Indefinite Delivery Indefinite Quantity contract to Preventive Maintenance and Service Orders for Various Electrical Equipments and Systems at the U.S. Commander Fleet Activities, Yokosuka and North Dock. The electrical equipment and systems includes; 1) Transformer, 2) UPS, 3) Information System, 4) Emergency Light Systems, 5) Lighting Arrestor and Grounding Devices, 6) Auxiliary Generator, 7) Access Control Systems. The North American Industry Classification System (NAICS) Code is 811310, Electrical generating and transmission equipment repair and maintenance services Interested sources must demonstrate capability (internal workforce or subcontractor) in furnishing all labor, equipment, devices, and materials required to perform repair and maintenance work that for the following: 1) UPS 2) Auxiliary Generator *** If an Offeror does not have none of the applicable experience specified above, an Offeror may satisfy the requirement by providing projects from subcontractors they intend to use.*** Interested sources are invited to respond to this Sources Sought announcement by using the form, provided under separate file, entitled Market Survey Questionnaire. All data received in response to this Source Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement by 17:00 p.m. (JST) on Thursday, 14 May 2015. You may e-mail your response to the attention of Ms. R. Ogawa, at Riho.Ogawa.JA@fe.navy.mil. Please annotate in the subject line, N40084-15-R-0421, SOURCES SOUGHT RESPONSE: PREVENTIVE MAINTENANCE AND SERVICE ORDERS FOR VARIOUS ELECTRICAL EQUIPMENTS AND SYSTEMS AT THE U.S. COMMANDER FLEET ACTIVITIES, YOKOSUKA AND NORTH DOCK, JAPAN. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a Sources Sought announcement, no evaluation letters will be issued to the participants. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No telephone calls will be accepted requesting a bid package or solicitation. Respondents will not be notified of the results of the evaluation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. LOCAL SOURCE RESTRICTION This solicitation is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation.
