Statements of Qualifications are due on June 4, 2015 at the EFLHD office in Sterling, Virginia THE FEDERAL HIGHWAY ADMINISTRATION IS ANNOUCING THE AVAILABILITY OF SOLICITATION DOCUMENTS FOR A DESIGN-BUILD PROJECT ON ST. THOMAS ISLAND, UNITED STATES VIRGIN ISLANDS Proposals from all business concerns will be accepted for the Design-Build (D-B) solicitation of the Turpentine Run Bridge on St. Thomas, US Virgin Islands, VI A30(001), project solicitation number: DTFH71-15-R-00006. The Turpentine Run Bridge on St. Thomas, US Virgin Islands, was constructed in 1996 as part of an Army Corps of Engineers (USACE) flood control project. However, the bridge approaches and associated roadway work on Bolongo Bay Road and Turpentine Run Road were delayed due to acquisition of right of way and were never constructed. Project VI A30(001) consists of construction of bridge approaches to the Turpentine Run Bridge, including realignment of approximately 600' of Bolongo Bay Road (Route 30) and realignment of approximately 1200' of Turpentine Run Road (Route 32). Proposed improvements include, but are not limited to, utility relocations, signal installation, drainage improvements, minor bridge rehabilitation, and roadside safety improvements. The project is expected to fall within the price range of $5,000,000 to $8,000,000. In accordance with Public Law 104-106 (41 U.S.C. 253m), the Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration is conducting a "two phased" Design-Build (D-B) selection process for the VI Department of Public Works (DPW). Solicitation documents for Phase One, Request for Qualifications (RFQ), should be issued on or about May 6, 2014. Statements of Qualifications are due on June 4, 2015 at the EFLHD office in Sterling, Virginia. A selection committee will review and evaluate contractor qualifications and select the most highly qualified D-B firms/teams based on the established RFQ evaluation criteria to participate in Phase Two of this D-B selection process. During Phase Two, those firms/teams short-listed will be sent a Request for Proposal (RFP), which will outline the remainder of the process requirements. All solicitation documents can be directly downloaded from these websites. Documents will no longer be mailed. Register to receive Email Notification to automatically be notified when a document is added or updated for a specific project. If firms do not register as an interested vendor at the Federal Business Opportunities website, there will be no Plan Holders List. Annual Representations and Certifications FAR 52.204-8 (Dec 2014). The Representations and Certifications must be filled-in online at http://sam.gov/. The required Annual Form Vets-100 must also be filled-in online at http://www.dol.gov/vets/vets-100.html per FAR 52.222-37. ATTENTION Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs) The Department of Transportation (DOT) offers working capital financing assistance for transportation related contracts. The DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate. Internet address: http://osdbuweb.dot.gov IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Also FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: www.sam.gov. Please Note: This solicitation is a Request for Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review. IMPORTANT SUBCONTRACTING PLAN REQUIREMENTS For purposes of this Contract, the DBE subcontracting goal is 30 percent (30%) of the total contract amount, as determined by the Virgin Islands Department of Public Works (VIDPW) with the concurrence of the Contracting Officer. Subcontracting Plan must be completed using the DBE Commitment Forms A-585. This Contract will be awarded only to the low responsive and responsible bidder who meets this goal or who demonstrates good faith efforts to do so. Failure to make a good faith effort is defined as willful or intentional failure to perform in accordance with the requirements of this Contract, or willful or intentional action to frustrate the achievement of the Subcontracting Plan, if applicable. Guidance on what constitutes good faith efforts is described in the VIDPW's approved DBE Program. Copies of the program can be obtained from the VIDPW's DBE Liaison Officer. The Contracting Officer, the Contracting Officer's Representative, and the VIDPW's DBE Liaison Officer are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)].
