- J&A to award sole source to HII. The Northwest Regional Maintenance Center (NWRMC), Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), Bremerton, Washington intends to issue a Cost Plus Fixed Fee delivery order under Basic Ordering Agreement N00024-14-G-2114 (CVN BOA) for approximately (12) Radiological Control Technicians (RCTs) and (2) RCT Supervisors to support the USS VINSON (CVN 70) availability at Naval Air Station, North Island, San Diego, California. RCT duties would include, but are not limited to, routine radiological surveys, standing control point watch, providing consultation and oversight of production nuclear work to include performing radiological surveys of areas and components, and assisting with radiological material movements. The period of performance is 3 August 2015 through 24 December, 2015. This procurement will be conducted utilizing FAR Part 15 procedures. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only Huntington Ingalls Industries - Newport News Shipbuilding under the authority of 10 U.S.C. § 2304 (c)(1) as the only responsible source as no other supplies or services will satisfy agency requirements. This notice seeks to elicit nuclear qualified private sector input regarding the availability of RCTs fully qualified under Article 108 of NAVSEA 389-0288 (Radiological Controls) to provide nuclear-related services at said location. Any firm seeking information regarding Article 108 of NAVSEA 389-0288 (Radiological Controls) qualifications may direct queries to the point of contact listed on this synopsis. Interested persons may identify their interest and capability in response to this requirement. Information received shall be reviewed by the Government and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. This synopsis is not a request for competitive proposals nor is it intended to in any way create an obligation on the part of the Government.
