- REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency - Aviation Aircraft Structural Component Prime Vendor Contracts (ASCPVC) PROGRAM OVERVIEW Defense Logistics Agency (DLA) Aviation is seeking information in an attempt to determine strategic follow-on support options for the Aircraft Structural Component Prime Vendor program, which aims to provide support of a wide range of aircraft structural components to the U.S. Government. The ASCPVC program is currently supported through contract SPRWA1-11-D-0029. DLA Aviation's intention is to leverage best practices and implement a solution which: • Reduces the administrative lead time (ALT) and effort required to source low cost items. • Increases on-time delivery of material. • Utilizes Small Business Manufacturers to the maximum extent possible. • Improves support to the warfighter. Scope of Project: This initiative contains DLA's managed National Stock Numbers (NSNs) in Federal Stock Class (FSC) 1560 - Airframe Structural Components. Please see attachment 1 for a projected list of 1560 NSNs. Anticipated Scope • Item delivery directly to DLA's customers (CD) and/or to DLA depots (DD) in accordance with time definite delivery terms. • Select and manage a pool of manufacturers with the capability and capacity to produce the required NSNs on demand. • Data management, to include experience with interoperability with industry partners and government systems. Request for Information (RFI) Questions: (Please answer in detail) 1. Can your firm support Customer Direct (CD) orders? Please explain. 2. Describe the delivery terms offered for commercial customers and/or previous experience with CD orders. 3. What is your concept for the Distribution/Warehousing requirements to support this effort? 4. There are roughly 1,410 potential NSNs in the ASCPVC universe. It is anticipated that roughly 355 will need to priced up front, which are included on the attached spreadsheet. Please annotate in columns those items you can provide CD, DD, or not at all. 5. What criteria did you use to determine which items would be support CD versus DD? 6. Please indicate if your firm is a manufacturer, non-manufacturer, deal/distributor, or other. 7. If you are not a manufacturer, please identify any written agreements or formal relationships with others to acquire and supply the NSNs identified in the attachment. 8. Does your firm have the capability to price items in a 45-60 days period? How many NSNs can you price within 30, 45, or 60 days? 9. Does your firm have any manufacturing or delivery order processing constraints? If so, please advise what constraints currently exist. 10. What do you envision as the major risk areas associated with this effort and how would you mitigate against those mentioned risks? 11. Please describe your experience and ability to meet quality and special testing requirements including, not but limited to, Certificate of Quality Compliance, Product Verification Testing, Production Lot Testing, and First Article Testing. 12. Indicate your firm's business size. 13. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, or otherwise)? 14. Does your company qualify for a small business sub-category? (i.e., 8A, HubZone, Service Disabled Veteran-Owned Small Business, Woman-Owned Small Business) 15. If your firm is a large business, provide the percentage below for each small business that will be utilized: a. Small-Disadvantaged Business (SDB) b. Woman-Owned Small Business (WOSB) c. HubZone d. Service Disabled Veteran-Owned Small Business (SDVOSB) 16. Would you be willing to enter into a long-term contract? 17. What type of contract do you consider to be best suited for an effort of this magnitude? 18. What is the maximum number of years you would recommend for the total life of the contract? 19. What method of price adjustment would you accept? (i.e., Fixed priced option periods) 20. If an Industry Day or Pre-Solicitation Conference were scheduled in Richmond, VA, would your firm participate? If Video Teleconferencing (VTC) preferred? Please recommend your preferred communication exchange method. Response to this market survey: This Request for Information (RFI) is being released solely for information, market research, and planning purposes. It does not constitute a RFP or a promise to issue an RFP in the future. This Market Survey/RFI does not commit DLA to contract for any supply or service. DLA is not seeking proposals at this time, and will not accept unsolicited proposals. Respondents are advised that DLA will not pay for any information or administrative cost incurred in response to this Market Survey/RFI. All costs associated with responding to this Market Survey/RFI will be solely the responding party's expense. Responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Market Survey/RFI. Summary Information: Any other materials, suggestions, and discussions you deem appropriate are encouraged and appreciated.
