Description
It is the Government's intention to post with this notice the Draft Performance Work Statement (PWS) for the ArmyOneSource (AOS) Sustainment Support Requirement in support of the Installation Management Command (IMCOM) G9. This Special Notice is an invitation to exchange information to improve understanding of the Government's requirements and industries abilities to provide the desired services. Responses will be used by the Government to assist in the preparation of the solicitation for subject services. This Procurement will be conducted under PSC Code: D318, and NAICS Code: 541511. The size standard for this code is $27.5M. All questions should be directed to the Contract Specialist, Shannon Kennedy-Butler, at (210) 466-2205, email: Shannon.l.kennedy-butler.civ@mail.mil and the Contracting Officer, Patti Avery-Bangert, at (210) 466-2201, email: patricia.d.avery-bangert.civ@mail.mil. The performance elements that may be required of the awardee to be performed include, but are not limited to: 1) Maintaining the web portal providing eligible participant services support and information 24/7 and 2) Providing sustainment of the existing system. The Government requests specific comments regarding the following: 1. The Government is interested in any useful ideas and input industry may provide to help improve our proposed solicitation/contract. The following are some of the questions and concerns we are soliciting input: a. If the draft Performance Work Statement provides clear description of Governments subject services and is not written or presented in an unreasonably restrictive manner. If industry believes PWS is written or presented in an unreasonably restrictive manner, they are instructed to contact Mission and Installation Contracting Command's Advocate for Competition and Ombudsman, Mr. Dean Carsello, at (210) 466-2419, or dean.m.carsello.civ@mail.mil. b. Does industry believe offers developed to meet performance of subject services will be successful? Are there any areas of concern or areas where performance expectations need clarification? 2. The Government is interested to identify early if there is reasonable expectations to receive two (2) or more offers from responsible small business concerns, and award would only be made at a fair market price in the following socio-economic categories: a. If subject services can be procured as a Total Small Business Set-Aside. Under FAR 52.219-14--Limitations on Subcontracting, the contractor Offeror/Contractor agrees that in performance of the contract in the case of a contract for Services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. b. If subject services can be procured as a Total HUBZone Set-Aside. Under FAR 52.219-3--Notice of HUBZone Set-Aside, A HUBZone small business concern agrees that in the performance of the contract, in the case of a contract for Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other HUBZone small business concerns. c. If subject services can be procured as a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Under FAR 52.219-27 -- Notice of Service-Disabled Veteran-Owned Small Business Set-Aside, a SDVOSB concern agrees that in the performance of the contract, in the case of a contract for Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. d. If subject services can be procured as a Total Economically disadvantaged women-owned small business (EDWOSB) Set-Aside. Under 52.219-29 --Notice of Set-Aside for Economically Disadvantaged Women-Owned Small Business Concerns, an EDWOSB concern agrees that in the performance of the contract for Services (except construction), the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. 3. The Government intends to award a firm-fixed price contract action for subject services. 4. The Government intends to utilize Best Value Continuum, Lowest Price Technically Acceptable source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Tradeoffs will not be permitted. Proposals will be evaluated for acceptability but not ranked using the non-cost/price factors. 5. The Government intends for the solicitation to state the award may be made without discussions. The Government shall still reserve the right to conduct discussions if it determines it is necessary.
