- BPA: HSHQEH-15-A-00001 was awarded on October 29, 2014, with a performance start date of October 30, 2014 for the leasing and maintenance capability of X-Ray Machines and Ancillary Equipment in support of FPS efforts across the United States. The current BPA Ordering Period was set to expire on April 29, 2015. This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, "Limited Sources Justification and Approval". The proposed 6-month BPA extension is to continue the leasing and maintenance capability of X-Ray Machines and Ancillary Equipment from April 30, 2015 to October 31, 2015 at an approximate value of $776,867.28. In accordance with FAR 8.405-6(a)(1)(i)(B), the circumstance restricting competition for this acquisition is there is only one source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to secure on a limited source basis in continuing the leasing and maintenance capability of X-Ray Machines and Ancillary Equipment at various locations throughout the United States until award of a competitive follow-on contract is made and completed. The six month period shall allow the Government the necessary time to conduct discussions, adequately document its source selection, issue the award and allow for transition. This LSJ is to continue leasing and maintenance capability of X-Ray Machines and Ancillary Equipment from Smiths Detection, Inc.
